Liberiaโ€™s Deputy Permanent Representative Baba Sillah told members of the UNGA81 that Liberia looks ahead to the First Meeting of States on the Global Framework in 2027. He said Liberia supports the draft resolution on its implementation and the norm it upholds as a state party to the Mine Ban Convention. Ambassador Sillah emphasized the critical need for data collection on the impact of armed violence against women, men, girls, and boys. According to him, the statistics will be important for developing arms control policies that reflect the real patterns of harm experienced by these three groups. Liberia pledged to cooperate with relevant arms-exporting and affected states to enhance conventional weapons control for lasting results. The Deputy Permanent Representative of Liberia to the United Nations delivered Liberiaโ€™s position at the Thematic Debate of the First Committee: Cluster 4: Conventional Weapons, during the 81st session of the United Nations General Assembly on October 24, 2026, in New York. #Liberia #PMUNLiberia #liberiaatun

Jestino Sharty Gaye, First Secretary of the Second Committee Expert, presented Liberiaโ€™s statement at the 81st Session of the United Nations General Assembly Agenda: Towards the Achievement of Sustainable Development. He told assembly members that the successful implementation of the 2030 Agenda requires stronger partnerships, adequate development financing, technology transfer, and capacity-building. According to him, Liberia is aligning its development priorities with the SDGs and Liberiaโ€™s Vision 2030, focusing on sustainable development, reducing poverty, creating decent jobs, protecting natural resources, and ensuring equal benefits for citizens. Liberia is prioritising agricultural development, economic diversification, improved waste management, and responsible natural resource use, in line with the Antigua and Barbuda Agenda for SIDS. โ€œWe support international cooperation that addresses the particular vulnerabilities of small island developing states, including limited financing, climate exposure, and economic shocks," he stated. Gaye disclosed that Liberia has established a National Disaster Risk Reduction and Resilience Strategy for 2020โ€“2030, which aligned with the Sendai Framework and committed to strengthening disaster preparedness, risk governance, and community resilience, particularly against flooding, coastal erosion, and extreme weather events. Liberia aims to achieve net-zero emissions by 2050, strengthening climate adaptation across agriculture, forestry, energy, transport, waste management, and health, while urging developed countries to provide accessible climate finance and technology for support. The First Secretary of the Second Committee Expert applauded the UN Environment Assembly and the UN Environment Programmes for advancing international environmental cooperation, emphasizing that sand and dust storms require international attention through research, early-warning systems, land restoration, and sustainable land management. Liberia urged member states to translate commitments into practical action and strengthen solidarity with vulnerable countries, ensuring sustainable development delivers tangible benefits for present and future generations. #Liberia #PMUNLiberia #liberiaatun

He urged cooperation with relevant independent international mechanisms to ensure the rights of civilians, victims, and prisoners of war, calling on all parties to adhere to or comply with applicable international humanitarian laws and international human rights law and to exercise restraints. The PR of Liberia indicated that prisoners of war must be treated humanely; torture is prohibited without exception, while civilians must be protected on all sizes of the frontlines. He said war is mutually destructive; peace is mutually constructive. "Every victim deserved to be heard, serious allegations require impartial examination, and every person, including prisoners of war, is entitled to protection under international law," he demanded. Ambassador Brown also called for unimpeded ICRC to prisoners of war and protected civiliansโ€™ detainees consistent with the Geneva Convention, raising concerns about civilian seafarers whose lives are endangered by conflicts. The Republic of Liberia reaffirmed the UN Charter and the peaceful settlement of disputes, urging renewed diplomacy towards a ceasefire and lasting peace consistent with the charter. Liberia expressed concerns about Russian civilians, prisoners of war, and allegations of torture, unlawful detention, and other abuses, as well as the suffering of Ukrainian civilians and prisoners of war. #Liberia #PMUNLiberia #liberiaatun

Leon Mannie Talery, Assistant Minister for International Cooperation and Economic Affairs, at the Ministry of Foreign Affairs, delivered Liberiaโ€™s statement during the Joint General Discussion of the Second Committee of the UN General Assemblyโ€™s 81st session on the agenda items โ€œEradication of Poverty and Other Development Issuesโ€ and โ€œAgriculture Development, Food Security, and Nutrition.โ€ In his statement, Minister Talery called for expanded concessional financing, blended-finance instruments, credit guarantees, and responsible private investment that can help de-risk agricultural production and attract capital across the agri-value chain. He underscored that agriculture occupies a central place in Liberiaโ€™s transformation as the country works to move beyond subsistence production toward commercially viable agribusinesses and integrated agricultural value chains. Liberia's focus is on increasing domestic food production; improving storage, processing, and packaging; strengthening links between farmers and markets; and promoting greater value addition to Liberiaโ€™s agricultural products. He highlighted that Liberia seeks to build a more productive economy, expand opportunity, and ensure that growth delivers dignity and improved living conditions for all Liberians through effective implementation of the ARREST Agenda for Inclusive Development. This ARREST Agenda for Inclusive Development (AAID) is Liberiaโ€™s nationally owned developmental vehicle for advancing inclusive growth, reducing poverty and translating economic progress into measurable improvements in the lives of our people to attain the SDGs. Minister Talery disclosed Liberiaโ€™s 5-year development plan, focusing on agriculture, roads, rule of law, education, sanitation, and tourism, while stressing the need to enhance national ownership, sound governance, and partnership with the private sector and international community. In conclusion, the Assistant Minister for International Cooperation and Economic Affairs emphasized poverty eradication remains the central challenge of sustainable development and requires structural economic transformation that creates decent employment, raises household incomes, strengthens food security, and expands access to education, healthcare, and other essential services rather than short-term relief. #Liberia #PMUNLiberia #liberiaatun

In the statement, A3 reaffirmed its determination to confront the gangs terrorizing Haitian communities and to hold accountable those who arm, finance, or otherwise enable them. A3 welcomed the continued application of designation criteria related to the illicit exploitation and trade of natural resources, the reaffirmation of the humanitarian exemption, and the attention given to due process. The group called on all states to strengthen marking, tracing, record keeping, export and end-user controls, and law enforcement cooperation, consistent with the Programme of Action on Small Arms and Light Weapons and the International Tracing Instrument. According to him, the A3 has welcomed the UN Security Council call for urgent and decisive implementation of the arms embargo. Ambassador Brown emphasized that the A3 wants all perpetrators to be held accountable, external enablers to assume full responsibilities for their actions, and Haitian people to be protected, with Haitian ownership remaining central, with sanctions and the Force strengthening rather than replacing Haitian institutions. Consequently, the A3 welcomed the adoption of resolution (2026), renewing the Haiti sanctions regime and the Panel of Experts' mandate, and praised Panama and the United States for their leadership and constructive engagement. #LiberiaAtUN

H.E. Baba Sillah, Deputy Permanent Representative of the Permanent Mission of Liberia to the United Nations on Tuesday called for a transparent, structured, and non-discriminatory process for reviewing implementation across all three pillars. Liberia reaffirmed the humanitarian imperative underpinning the Treaty on the Prohibition of nuclear weapons and renewed its call for full adherence to the Protocols of the Treaty of Pelindaba and for stronger implementation of the Treaty by African States. [Full text as delivered] Madam President, I have the honour to deliver this statement on behalf of the A3, namely the Democratic Republic of the Congo, Somalia and my own country, Liberia. We thank Special Representative Hanna Serwaa Tetteh for her briefing and sustained engagement, commend all United Nations personnel supporting Libya, and welcome the participation of Libyaโ€™s Permanent Representative. Madam President, The Libyan peopleโ€™s resilience deserves a political process that delivers. Progress means Libyans choosing their leaders safely and trusting their institutions. We reaffirm Libyaโ€™s sovereignty, independence, unity and territorial integrity, and an inclusive, Libyan-led and Libyan-owned process facilitated by the United Nations. On the political front, we welcome the 30 August Smaller Convening agreement and the House of Representativesโ€™ endorsement. We urge all relevant institutions, including the House and High Council of State, to resolve outstanding differences through UNSMILโ€™s facilitation and respect for agreed legal procedures, enabling implementation of the electoral framework and reconstitution of the electoral commissionโ€™s Board. We note the 10 September Ankara dialogue. Such engagements should reinforce the UN-facilitated roadmap towards free, fair, transparent and inclusive presidential and legislative elections. In April, UNSMIL recorded 2.8 million registered voters. They deserve a credible opportunity to participate. The commitment to work towards elections within 24 months requires immediate milestones and reporting. A timetable must create urgency, never become permission for further delay. Women, youth and communities across Libya must have a meaningful voice. Madam President, On security, we call for full implementation of the 2020 ceasefire, restraint and protection of civilians. We acknowledge the work of the 5+5 Joint Military Commission and progress towards unified military and security institutions under civilian authority. We reiterate our call for withdrawal of foreign forces, foreign fighters and mercenaries, consistent with Council resolutions, and compliance with the arms embargo. We condemn attacks on civilian infrastructure. We welcome the National Oil Corporationโ€™s announcement of resumed Shararaโ€“Zawiya pipeline pumping and call for uninterrupted, safe energy operations. Libyaโ€™s national wealth must finance its peopleโ€™s future and remain protected from political and armed coercion. We encourage transparent implementation of the unified spending framework, effective oversight and progress towards a unified budget. The integrity and independence of Libyaโ€™s sovereign economic institutions must be preserved. Regarding Libyaโ€™s frozen assets, the A3 reiterates its deep concern over the risk of erosion of their value, including through any misuse or mismanagement. We reaffirm that these assets must be safeguarded for the benefit of the Libyan people, in accordance with the relevant Security Council resolutions. We call for transparency and accountability in their custody and management, and for any substantiated violations to be addressed through appropriate legal processes, including remedies consistent with applicable law. We support comprehensive, independent audits of the Libyan Investment Authorityโ€™s frozen assets to establish their amount, location and status, and urge relevant States and financial institutions to cooperate with these efforts, consistent with resolutions 2769 (2025) and 2819 (2026). We call for investigations into enforced disappearances and arbitrary detention, accountability and protection of civic space. We support UNSMILโ€™s call to suspend further executions and uphold fair trial guarantees. Refugees and migrants must be protected, incitement addressed, and humanitarian personnel allowed to work safely. Madam President, Regional and international initiatives should complement UN-led mediation. We encourage UN coordination with the African Union, League of Arab States and neighbouring States, supporting national reconciliation and victimsโ€™ rights. The A3 looks forward to constructively engaging the upcoming mandate renewal of UNSMIL in order to preserve the core responsibilities and provide adequate resources for the mission. Reporting should enable the Council to assess implementation and address obstacles with a united approach. Libyan leaders must turn the 30 August agreement into functioning institutions and credible elections. Libyaโ€™s people have waited long enough to choose their future. Our responsibility is to help make that choice possible, peaceful and respected. I thank you, Madam President.

On Tuesday, October 13, 2026, Cllr. Jeddi Mowbray Armah, Liberiaโ€™s Deputy Foreign Minister for Legal Affairs, highlighted four key principles related to the application of universal jurisdiction during the Sixth Committee meeting of the UNGA81 Session, focusing on the scope and application of the principle of universal jurisdiction. He placed strong emphasis on due process, respect for the sovereign equality of states, and the immunities recognized by international law. He maintained that access to justice should never be exercised selectively or politically, stressing that it works best in partnership, through international cooperation, mutual legal assistance, extradition, and capacity-building for national jurisdictions. Minister Armah expressed support for greater clarity and consistency regarding the scope, the conditions, and the safeguards governing the application of the principle and will engage constructively in the Committee's working group to that end. As a member of the Security Council for 2026 and 2027, Liberia reaffirmed its commitment to promoting international legal order, which ensures justice for the gravest crimes is not selective nor optional, and victim access to justice should never be determined by geographical location. Liberia asserted that primary responsibility for investigating and prosecuting international crimes lies with the State of territoriality or nationality. #LiberiaAtUN

H.E. Amb. Lewis G. Brown II, Permanent Representative of Liberia, speaking at the UNGA81 Fifth Committee meeting on Tuesday, October 13, 2026, on the Proposed Programme Budget for 2027 and Programme Planning-- Agenda Items 138 and 139, underlined transparency and protection of core UN mandates in the 2027 budget. He wants the 2030 Agenda, the Pact for the Future and Africaโ€™s Agenda 2063 remain central to programme planning. โ€œWe seek transparent assessments of how proposed reductions, vacancies and structural changes will affect mandated programmes, particularly those advancing sustainable development, peacebuilding and human rights,โ€ he said. Ambassador Brown called for a balanced approach across the organisation's three pillars, equitable geographical representation, and opportunities to strengthen the United Nationsโ€™ presence in Africa and the wider Global South, without compromising institutional capacity or staff welfare. The West African nation is equipped to engage positively towards achieving a balanced, transparent and credible outcome. #LiberiaAtUN#

Ambassador Lewis Brown, II, addressed the International Day of Girl Child, highlighting the advancement of girls' rights and gender equality at the UN event organized by India and Sierra Leone on Monday, October 12, 2026. He called for a greater investment in girls, stronger protection, and equal opportunities. "A girl is not a burden to be carried; she is a future to be empowered," he said. He believes that investing in girls is an obligation of justice, a commitment to human dignity, and an investment in our common future. Ambassador Brown called for an immediate end to child marriage and violence against girls, enforcement of protective laws, and ensuring access to essential services be granted. โ€œWe must keep girls in school, especially in rural and underserved communities, and provide safe learning environments. Our responsibility is not merely to prepare girls for the world; it is to build a world worthy of the girls they can become," the Liberian envoy stated. He emphasized that a girlโ€™s future should not be diminished by her birth circumstances or decided without her own voice. โ€œWomen helped secure Liberiaโ€™s peace; we must now help secure the future of Liberiaโ€™s girls, and that destiny must not depend upon extraordinary courage to overcome ordinary injustice,โ€ he concluded his remarks. #liberiaatun
