GE received a huge chunk of taxpayer money and then didn't deliver. they are giving back $87 million to the city, which is a relief. But ... did they have to? Could they have kept it if they wanted to? Reminder to put a clawback in any such deal (though, don't make those deals)

It's not just that taxes for under <$75,000 go up when everything expires after 2025. Taxes go up compared to Congress doing nothing.
