5/6 – LEGAL PROTECTION
Provide conditional immunity to eligible cooperating nominees who voluntarily disclose the truth.
However, the actual beneficial owners and masterminds of corruption must remain accountable under the law.
4/6 – REWARD THE PUBLIC
Any citizen providing genuine documentary evidence of hidden benami assets should receive up to 10% of the net assets successfully recovered.
A secure national whistleblower portal should protect informants' identities.
2/6 – VOLUNTARY DISCLOSURE
Give existing benamidars a one-time opportunity to disclose the actual owners, properties, LTD, bank a/c & hidden asst.
3/6 – 70:30 MODEL
After verification and lawful recovery:
70% to Govt.
Up to 30% as an incentive to eligible cooperating nomines
