European integration must translate into tangible results. I met with Erik Martinville, Team Leader of the EU Project PravoJustice4EU, and his team. We discussed how the Project’s expert and technical support can strengthen the Ministry of Justice’s work on implementing the Rule of Law Roadmap and achieving the interim benchmarks under negotiating Chapters 23 and 24. For us, it is important to engage European experts early in the policymaking process, rather than after decisions have already been shaped. This allows us to incorporate the EU acquis, the experience of Member States, and the European Commission’s expectations from the outset. Our priority areas for cooperation include penitentiary reform and the development of probation, the digitalisation of justice, as well as support for forensic expertise, notarial services, and free legal aid. We are moving from designing reforms to delivering them in practice. This means setting clear priorities, defining the results we aim to achieve, assigning responsibility, and establishing concrete timelines. I am grateful to Erik Martinville and the PravoJustice4EU team for readiness to work with us on complex reforms. For us, the measure of success is straightforward: tangible changes that make Ukraine’s justice system stronger and bring Ukraine closer to EU membership.

In a penitentiary institution, access to electricity, heating, and water goes far beyond basic comfort. These essential services are critical to people’s safety, the protection of human rights, and ensuring decent conditions of detention. We discussed practical steps to address these challenges with representatives of the Estonian and Finnish prison and probation services — @RaitKuuse and Marko Hokkanen. We greatly value the fact that this partnership is translating into tangible support for Ukraine. This cooperation helps strengthen the resilience of Ukraine’s penitentiary system amid the war while supporting its continued transformation in line with European standards. Looking ahead, our priorities include strengthening the resilience of essential services across penitentiary institutions, improving shelter infrastructure and civil protection, advancing digitalisation, and expanding joint training and professional development for staff. A just peace for Ukraine is impossible without holding the aggressor accountable, ensuring reparation for the damage it has caused, and restoring the rights of our people that have been violated. This was the focus of our meeting with Isabelle Berro-Amadeï, Chair of the Committee of Ministers of the Council of Europe and Minister of Foreign Affairs and Cooperation of the Principality of Monaco. The Council of Europe plays a key role in building the international architecture of accountability for Russia. Our shared task is to ensure that the mechanisms already established become fully operational in practice. First and foremost, this concerns the Special Tribunal for the Crime of Aggression against Ukraine. Ukraine is preparing the necessary legislative framework for cooperation with the Tribunal. It is essential that the crime of aggression be followed by individual accountability for those who planned, prepared, and committed it. The second key priority is ensuring effective compensation for the damage caused by Russia. The Register of Damage for Ukraine (@RD4U_claims) is already operational: 37 categories of claims have been opened, and approximately 190,000 claims have been submitted. The next step is to launch the International Claims Commission. Ukraine has already ratified the relevant Convention, and it is now crucial to secure the required number of ratifications as soon as possible for it to enter into force. But recognizing a person’s right to compensation is not enough — people have to actually receive it. That is why the next element must be a compensation fund. Ukraine’s position remains unchanged: immobilized Russian sovereign assets should serve as the primary source of funding. We also discussed Ukraine’s European integration path and the new Council of Europe Action Plan for Ukraine for 2027–2030. It is important for us that it becomes a practical instrument for supporting reforms in the areas of the rule of law, human rights, democratic institutions, and Ukraine’s progress towards EU membership.
