EASTLEIGH: THE ARRESTS WERE NOT THE END OF THE STORY The Eastleigh building collapse has raised questions about the effectiveness of construction regulation and law enforcement in Nairobi. Nairobi City County says it had identified planning violations and that its enforcement officers arrested 14 suspects on June 17, 2026, before handing them over to Kamukunji Police Station. Police records cited publicly indicate that ten suspects were subsequently released on cash bail. Those are significant enforcement steps. They demonstrate that the County had intervened before the collapse. But the investigation must establish what happened next. Were the suspects prosecuted? What further site inspections were undertaken? Were enforcement notices complied with? Why did construction continue? The public deserves a complete chronology of events, including the actions of the developer, County authorities, police and construction regulators. The tragedy must lead to answers, consequences for wrongdoing and stronger safeguards against unsafe construction.

Fourteen arrests, ten suspects released on Sh50,000 cash bail, and four months later Eastleigh collapsed. Kenyans deserve answers: were charges ever filed, why did construction continue, and where exactly did the enforcement chain fail? Full accountability is overdue.

I have seen some people peddling a fake approval document alleging that the Eastleigh development was approved. It is telling that this is the same document that the Eastleigh developer used to get NCA approval. They allege that the development was approved in January of 2024. This is not true. The application for development as shown below was made in November of 2024, it could not have been approved in February of the same year. Also, there is a difference between a change of user approval and a development approval. The developer applied for change of use from residential to residential & commercial in August of 2024. Change of user was approved in October of 2024. Development approval has never been granted. The developer went on to build with impunity and without building approvals despite enforcement action by the county and arrests.
