Water security is a matter of national security, economic stability and regional peace For Pakistan, the Indus Waters Treaty (IWT) remains fundamental to protecting water rights, agricultural livelihoods and the interests of millions dependent on the Indus Basin. India’s unilateral decision to place the Treaty in abeyance in April 2025 raises serious concerns about its commitment to international obligations. The 2026 Court of Arbitration ruling further reinforces the Treaty’s continuing legal validity and the importance of respecting established dispute-resolution mechanisms. India cannot treat a binding international agreement as optional or use shared water resources as an instrument of political pressure. Its obligations under the Treaty must be respected, not selectively interpreted or unilaterally disregarded. Sustained attention to internal governance, service delivery, and economic participation remains essential if millions are to move beyond survival. Can a country of more than 241 million people realistically be governed through just four provinces? Pakistan’s growing population and widening administrative needs make this an increasingly important question. Punjab alone has 127.7 million people, nearly 53% of the national population. Sindh has 55.7 million, KP 40.9 million, while Balochistan, despite occupying almost 44% of the country’s landmass, has only 14.9 million residents. When provincial administrations become overstretched and decision-making remains concentrated in distant capitals, citizens are often left travelling hundreds of kilometres to access basic services, secure resources and have their concerns addressed. Pakistan’s population growth and geographic realities have outpaced its existing administrative structure. Pakistan’s four-province model is an administrative legacy, not a permanent necessity.
