The entire plot of "When the Night Knocks" revolved around exactly what you're talking about. We also have an entire game mode built around trains: Depths of Illusive Realm.
If you don't play the game, at least take the time to understand what you're talking about before commenting. Devs can introduce whatever they want, whenever they want. It doesn't have to depend on whether something was successful elsewhere or not.
