O SERPRO roda o GovBR no que ele chama de Nuvem Sobrerana, que na prática são servidores do Google, AWS, Oracle e Huawei. Essas empresas foram contratadas sem licitação e os termos do contrato são sigilosos, com trechos censurados até para os deputados federais.
Descobri isso ao investigar quais são os custos do Tela Brasil, o "Netflix" do governo federal. Custos esses que são também secretos alegando "segurança nacional".

Now I know why he talks so much shit.
Some of the most morbid stories about Stephen King aren't in his books.
When he was about 4, King went out to play with a friend near the railroad tracks. He came home alone, speechless and in shock.
His family later learned that his friend had been hit and killed by a train. King has no memory of it.
In the 1980s, he did so much cocaine that he wrote with cotton swabs stuck up his nose to stop the bleeding. He barely remembers writing some of his books, including the 1981 classic Cujo.
Then, in 1999, while he was out for a walk in Maine, a distracted driver in a minivan hit him and threw him 14 feet into a ditch. Almost every bone on the right side of his body was broken.
While King was in the hospital, his wife bought the van so nobody could sell pieces of it as souvenirs. King planned to smash it with a sledgehammer. The van ended up in a car crusher.
The driver died a year later, on September 21, 2000. It was Stephen King's birthday.

Antes de criticar o Paraguai, LEIA:
A crise bancária no Ueno Bank me fez olhar os números envolvidos e confesso que me surpreendi com o tamanho do Paraguai.
A área é de 400 mil km² e a população de 6.8M de pessoas.
Para efeito de comparação, vamos usar o Maranhão: 330 mil km² e 7M de pessoas. Uma área levemente menor e uma população quase idêntica.
Para facilitar, todos os números estão em dólares:
PIB
Paraguai: 45B
Maranhão: 29B
Carga tributária total:
Paraguai: 6.5B (14.5% do PIB)
Maranhão: 9.5B (33% do PIB)
Gasto público total:
Paraguai: 10B (22% do PIB)
Maranhão: 15B (52% do PIB)
Ou seja,
O Paraguai produz mais do que o Maranhão, cobra menos impostos da população e gasta muito menos, seja quantitativa ou proporcionalmente.
Mais dinheiro na mão das pessoas.
Um detalhe: Ambos gastam cerca de 50% a mais do que sua carga tributária. Mas a diferença é a fonte. Enquanto o Maranhão rouba esses recursos dos outros estados brasileiros através da União, o Paraguai arrecada 1B com royalties das usinas elétricas binacionais, 1.5B de dividendos das estatais superavitárias e 1B de geração de divida interna.
Dito isto,
As despesas do Paraguai possuem um perfil de sustentabilidade infinitamente superior as do Maranhão.
Numa crise, o Paraguai pode tanto aumentar a arrecadação que é relativamente baixa, quanto emitir mais divida.
A dívida do Paraguai está atualmente abaixo de 40% do PIB. Um dos menores endividamentos da América Latina. Como referencia, a divida/PIB do Brasil é de 83%.
Enquanto o Paraguai tem espaço fiscal para crescer, o Maranhão é um estado dependente da União.
Paraguai gasta todo ano US$ 10 BILHÕES, enquanto o Maranhão gasta US$ 15 BILHÕES.
Mas o que cada um tem feito com essas despesas:

Maranhão: 54%
Pobreza estrema:

Centralized cyber-intelligence systems have intercepted a post on underground forums (made on November 5, 2026) by the threat actor "bypassar"—representing the groups M0z1ll4s Crew, ShinyHunters, and PheisitoTeam—as part of a campaign dubbed "OpCalibre22." The report claims the compromise of databases belonging to the National Directorate of the Workers' Party (PT – pt.org.br) in Brazil, the acquisition of confidential documents linked to Banco Master, and the exfiltration of information on over 10.5 million members via an "infostealer" (malware designed to steal data).
The actor reports a data volume exceeding 95 GB.
It is strictly noted that the veracity of this intrusion, the alleged compromise of military servers, and the overall authenticity of the exposed records have not been officially confirmed by Brazilian authorities, the political party in question, or incident response centers (such as CTIR Gov.br).
