If the investigative window exposes fraud so extensive that multiple congressional races collapse, the constitutional process begins.
States certify results, but certification does not place them beyond challenge. Proven fraud can trigger recounts, litigation, corrected results, and new elections where authorized.
December 18 is the intelligence assessment deadline. January 3 begins the new Congress. The DOJ and DHS window could extend into February. The 20th Amendment does not wait. Unresolved elections can leave disputed or vacant seats.
Article One gives each chamber authority to judge the elections and qualifications of its own members. The institution deciding its own membership could confront evidence calling multiple races into question.
