In 2019, I sat in the audience at the NCSL Summit in Nashville absolutely glued to every word Dolly Parton spoke—and every note she sang. I stayed until the very end. I’m so glad I did. Dolly was more than a legendary singer and songwriter. She had a gift for bringing people together with her music, her humor, her kindness and her heart. Today, we lost an American treasure. But the beautiful thing about legends is they never really leave us. Their light lives on in the lives they touched. Rest well, Dolly. We will always love you. ❤️🙏🏾

A Bipartisan Path Toward Better Childcare Systems

As the 2026 National Conference of State Legislatures Summit comes to a close, I was honored to pass the gavel to Senator Barry Usher as he begins his term as President of the @NCSLorg One of the greatest strengths of NCSL is its commitment to bringing together leaders from every state, territory, and political perspective. As a proud Democrat from Illinois, it was especially meaningful to pass the gavel to a Republican from Montana—a reminder that our nation is strongest when we work together across party lines in service to the people we represent. Thank you to Speaker Welch, President Harmon, my Illinois General Assembly colleagues and staff for warmly welcoming our friends from across the nation and around the world to Chicago. Your hospitality helped make this Summit a tremendous success. My last message as President is clear: 𝗪𝗘 𝗮𝗿𝗲 𝗯𝗲𝘁𝘁𝗲𝗿 𝘁𝗼𝗴𝗲𝘁𝗵𝗲𝗿 𝗮𝗻𝗱 𝗪𝗘 𝗮𝗿𝗲 𝗼𝗻𝗲 𝗻𝗮𝘁𝗶𝗼𝗻 — 𝘁𝗵𝗲 𝗨𝗻𝗶𝘁𝗲𝗱 𝗦𝘁𝗮𝘁𝗲𝘀 𝗼𝗳 𝗔𝗺𝗲𝗿𝗶𝗰𝗮. It has been the honor of a lifetime to serve as NCSL President. I look forward to seeing everyone in Atlanta, Georgia for the 2027 NCSL Summit! – at Chicago, IL

This week I joined my great state legislative colleagues from around the United States at the National Conference of State Legislatures (NCSL) spring executive committee meeting. We hosted the meeting in beautiful Toronto, Ontario where we welcomed the Ontario Legislative Assembly as an affiliate member of @NCSLorg I had the honor of introducing the Honorable Donna Skelly Speaker of the Legislative Assembly of Ontario to our committee. I spoke about the many economic, social and cultural connections Ontario currently has with the United States and how we all should be better aware of those connections, celebrate them and build more. To commemorate our partnership President Emeritus Wayne Harper (R-Utah), Vice President Bob Duff (D-Connecticut), NCSL CEO Tim Storey and I joined the full committee to officially welcome the Legislative Assembly of Ontario into NCSL. We join the National Conference of State Legislatures in celebrating Legislative Staff Week. Kudos to these fine public servants As the Council’s legislative staff always says “If the public loves something the Council did, thank the staff. If not, then it was the Councilmembers”
