Taking Policy Dialogue Forward: NFPRC Foundation’s Pre-Budget Consultations in Bengaluru
In preparation for the Union Budget 2027–28, to be presented by the Government of India in February 2027, the Nation First Policy Research & Change Foundation (NFPRC Foundation) organised a stakeholder consultation in Bengaluru on 23 October 2026. The exercise is part of the our efforts to engage industry representatives, domain experts, and other stakeholders across India to identify sectoral priorities, understand implementation challenges, and develop practical solution.
The discussions spanned six critical thematic areas: Education, Skilling & Academic Innovation; Defence & Strategic Security; the Care Economy; MSMEs, Start-ups & Entrepreneurship; Energy & Infrastructure; and Healthcare, Pharmaceuticals & MedTech.
At NFPRC Foundation, we believe that effective policymaking must be informed by diverse stakeholder perspectives, practical experience, and evidence from the ground. Our Pre-Budget Consultations are designed to facilitate precisely this exchange.
The Bengaluru consultation marks another step in our broader engagement with stakeholders across India. We look forward to carrying these conversations forward and translating the insights gathered into constructive policy inputs that support India's growth ambitions.
Our nationwide consultations will next move to Indore on 29 October 2026, followed by Bhubaneswar on 30 October 2026 this month.

UPI was made free for users and merchants, but the infrastructure behind every transaction was never cost-free.
“Every time a person scanned a QR code, someone paid for it. It just wasn’t the user or the merchant.”
So, who bears the cost of India’s digital payments revolution? And can the system remain sustainable without a way to recover those costs?
