THE RELENTLESS EFFORTS OF NUSI - REVISED WAGES FOR ANDAMAN & NICOBAR SEAFARERS
MAJOR BREAKTHROUGH FOLLOWING THE DECISIVE INTERVENTION OF NUSI AT THE HIGHEST LEVEL OF THE MINISTRY OF HOME AFFAIRS
The National Union of Seafarers of India (NUSI) continues its determined efforts to secure the long-pending implementation of revised wages for seafarers serving on board passenger and cargo vessels operated by the Andaman & Nicobar Administration.
The prolonged delay in obtaining approval from the Ministry of Home Affairs (MHA) has caused considerable financial hardship to the affected seafarers and their families. NUSI has consistently pursued this legitimate demand with the concerned authorities to ensure that seafarers receive their rightful wages without further delay.
23rd October 2026 – Meeting with Joint Secretary, Ministry of Home Affairs
NUSI representative from Port Blair met Shri P. Manoj Kumar, Joint Secretary, Ministry of Home Affairs, and strongly raised the issue of the pending approval for implementation of revised wages.
The Joint Secretary indicated that the necessary approval would be communicated to the Andaman & Nicobar Administration within one month.
However, NUSI firmly rejected the prospect of further delay, particularly when seafarers had already endured prolonged financial losses. NUSI emphasised that the matter demanded urgent administrative action and could no longer be allowed to remain pending.
24th October 2026 – Intervention of Hon’ble Union Minister Shri Ramdas Athawale
Determined to accelerate the process, NUSI delegation met Shri Ramdas Athawale, Hon’ble Union Minister of State for Social Justice and Empowerment, and highlighted the financial hardship caused by the continued delay.
Recognising the seriousness of the issue, the Hon’ble Minister extended his support and facilitated further intervention at the Ministry of Home Affairs.
28th October 2026 – Crucial Meeting with Hon’ble Union Minister of State for Home Affairs
With the valuable intervention of Shri Ramdas Athawale, NUSI delegation met Shri Nityanand Rai, Hon’ble Union Minister of State for Home Affairs, at his office in New Delhi.
The delegation placed before the Hon’ble Minister the prolonged financial losses suffered by seafarers serving on board vessels of the Andaman & Nicobar Administration and stressed the urgent need to resolve the matter.
Taking immediate cognisance of the issue, the Hon’ble Minister directed the concerned authorities to expedite the file and initiate the necessary action for obtaining approval from the competent authority without further delay.
He also instructed the NUSI delegation to follow up directly with the Joint Secretary regarding the progress.
SIGNIFICANT DEVELOPMENT – FILE MOVES TOWARDS FINAL APPROVAL
Acting upon the Minister’s intervention, NUSI delegation immediately followed up with the Joint Secretary, Ministry of Home Affairs.
The Joint Secretary confirmed that:
* The file had been cleared by all concerned departments.
* The concerned Section Head had initiated immediate action to process the file.
* The file was being moved for submission to the Union Home Secretary for final approval.
This marks a significant step forward in the sustained campaign of NUSI to secure the legitimate wage revision of Andaman & Nicobar seafarers.
Although final approval remains pending, the direct intervention of the Hon’ble Minister of State for Home Affairs has accelerated the administrative process.
NUSI places on record its sincere appreciation for the timely intervention of Shri Ramdas Athawale and Shri Nityanand Rai, whose support has been instrumental in advancing this long-pending issue.
THE UNWAVERING COMMITMENT OF NUSI
NUSI reiterates its firm commitment to every seafarer serving on board vessels of the Andaman & Nicobar Administration.
The movement of files in progress, but the implementation of revised wages is the real objective.
NUSI will maintain relentless pressure on the concerned authorities until the revised wages are formally approved, implemented and the legitimate financial benefits reach every eligible seafarer.
SEAFARERS HAVE WAITED LONG ENOUGH. THEIR RIGHTFUL WAGES MUST NOT BE DELAYED ANY FURTHER.
NUSI WILL NOT REST UNTIL JUSTICE IS DELIVERED!

NUSI AT INMARCO 2026
Championing Seafarers’ Welfare, Wellbeing and a Future-Ready Maritime Workforce
“Seafarer Welfare Is Not a Privilege — It Is a Right, a Responsibility and the Foundation of a Strong Maritime Industry.”
The National Union of Seafarers of India (NUSI) reaffirmed its unwavering commitment to the welfare, dignity, wellbeing and professional advancement of Indian seafarers at INMARCO 2026 – International Maritime Conference & Exhibition, organised by The Institute of Marine Engineers (India).
Representing NUSI, Mr. Sunil Nair, Assistant General Secretary, participated in the distinguished panel discussion on “Seafarer Welfare and Wellbeing”, held on 27 October 2026 at Mumbai.
The conference, themed “Maritime Landscape 2030: Opportunities & Challenges,” brought together maritime administrators, shipowners, industry leaders, consulates and trade unions to discuss the challenges and opportunities shaping the future of the maritime industry.
NUSI – 130 Years of Commitment to Seafarers
Addressing the gathering, Mr. Sunil Nair highlighted the remarkable journey of NUSI towards 130 years of dedicated service to Indian seafarers and their families.
He emphasised the fundamental philosophy of NUSI: “Welfare Leads to Wellbeing.”
For NUSI, seafarer welfare is not confined to financial assistance or benefits. It encompasses the overall quality of life of seafarers and their families, including physical and mental health, social security, education, professional development, dignity and long-term financial stability.
NUSI has consistently worked to ensure that seafarers are not only protected during their careers at sea but that their families also receive the necessary support, security and opportunities for a better future.
Preparing Indian Seafarers for the Future
A major focus of the intervention of NUSI was the urgent need to prepare Indian seafarers for the rapidly changing maritime industry.
With the introduction of artificial intelligence, automation, digitalisation, environmentally sustainable shipping technologies and increasingly sophisticated vessels, the skills required of tomorrow’s seafarers are evolving.
Mr. Nair highlighted the continuing commitment of NUSI towards training, upskilling, reskilling and career advancement, including programmes offered free of cost or at subsidised rates.
He emphasised that Indian seafarers must be equipped with the knowledge, confidence and professional competencies necessary to remain competitive in the international maritime employment market.
NUSI also recognises the growing employment potential of the international cruise industry and considers specialised cruise-sector training an important area for future development.
Training must lead to employment opportunities.
While NUSI continues to invest in developing the skills of Indian seafarers, shipowners and shipping companies must also play an active role by encouraging training, recognising upgraded competencies and providing meaningful career opportunities.
Mr. Nair urged seafarers to participate enthusiastically in available training programmes and take responsibility for their continuous professional development.
Mental Health and Wellbeing – A Continuing NUSI Priority
Recognising the unique emotional and psychological challenges faced by seafarers working away from their families, Mr. Nair highlighted the pioneering contribution of NUSI towards the mental health and emotional wellbeing.
He referred to NUSI SAHARA, launched in 2017, which provides round-the-clock psychological and emotional support to seafarers and their families.
Building upon this experience, NUSI has actively supported the Sagar Mein Yog initiative in collaboration with the Government of India and maritime stakeholders.
Mr. Nair acknowledged the importance of this collaborative approach and the development of ten key verticals under Sagar Mein Yog to promote holistic seafarer wellbeing.
A healthy seafarer is not merely one who is physically fit, but one who is mentally strong, emotionally secure and confident that their family is supported ashore.
Government Initiatives and Social Security
During the discussion, Capt. Nitin Mukesh, Deputy Nautical Advisor-cum-Senior Deputy Director General (Technical), outlined important welfare measures undertaken through the Seafarers’ Welfare Fund Society (SWFS) and the Seafarers’ Provident Fund Organisation (SPFO).
These included the development of 19 welfare infrastructure facilities, improvements in shore-leave access, simplification of provident fund procedures, proposed pension enhancements, recovery of unclaimed provident fund amounts and expanded welfare-awareness programmes.
The importance of ensuring dignity and respect for deceased seafarers and supporting their families was also highlighted.
NUSI appreciates these initiatives and reiterates the need to ensure that every eligible Indian seafarer and family member is aware of, understands and can access the welfare benefits available to them.
Welfare schemes can achieve their intended purpose only when their benefits reach those for whom they have been established.
Industry Perspectives on Seafarer Wellbeing
The session was chaired and moderated by Capt. S. M. Halbe, CEO, Maritime Association of Shipowners Shipmanagers and Agents (MASSA).
The distinguished panellists contributed valuable perspectives:
Capt. Arun Mehta, Managing Director, OSM Thome, advocated a people-centric approach to seafarer welfare, with greater emphasis on education, community development, career progression and reducing unnecessary training and compliance burdens.
Mr. Chirag Bahri, International Operations Manager, ISWAN, highlighted the importance of confidential helplines, psychological safety, family support, mental health awareness and inclusive working environments aboard ships.
Capt. Ankur Arora, Bureau Veritas Marine & Offshore, emphasised the human element in ship design, improved ergonomics, fatigue reduction and the need to create attractive career pathways from sea to shore.
Capt. Savio Ramos, General Secretary, Maritime Union of India (MUI), outlined welfare initiatives covering medical assistance, maternity benefits, convalescent facilities, scholarships for Certificate of Competency examinations and women’s empowerment.
The discussion demonstrated that safeguarding seafarers requires coordinated efforts across the maritime industry.
Seafarer Welfare Is a Collective Responsibility
Mr. Sunil Nair strongly emphasised that trade unions alone cannot address every challenge confronting the seafaring community.
Meaningful and lasting progress requires active cooperation among:
* Seafarers and their families
* Trade unions and welfare organisations
* Shipowners, ship managers and recruitment companies
* Government and maritime regulatory authorities
* Maritime training institutions and international organisations
Every stakeholder has a responsibility to contribute towards safer working conditions, stronger social security, better mental health support, inclusive workplaces and sustainable employment opportunities.
The success of the maritime industry must be measured not only by the growth of its fleet, technological advancement or commercial performance, but also by the dignity, security and wellbeing of the seafarers who keep global trade moving.
Message to Every Indian Seafarer from NUSI
Dear Seafarers,
The maritime industry is changing, and new opportunities are emerging. However, these opportunities must translate into better employment, improved working conditions, stronger welfare protection and greater security for seafarers and their families.
NUSI encourages every Indian seafarer to remain informed about their rights, actively participate in training and skill-development programmes, and make full use of the welfare facilities and benefits available to them.
Know Your Rights. Avail Your Welfare Benefits. Upgrade Your Skills. Secure Your Future.
NUSI will continue to raise the voice of Indian seafarers at national and international forums, strengthen its welfare initiatives and work towards a maritime industry in which no seafarer or family is left behind.
NUSI extends its appreciation to The Institute of Marine Engineers (India) for organising INMARCO 2026 and providing an important platform for meaningful dialogue. We also thank the session chair, distinguished panellists and maritime stakeholders for their valuable contributions.

The occasion provided an important platform to celebrate the enduring partnership between India and the United States and to strengthen cooperation in trade, maritime security, global supply chains and the welfare of seafarers. The event also provided an opportunity for interaction with H.E. Mr. Marco Rubio, United States Secretary of State, in the presence of Dr. S. Jaishankar, Hon’ble External Affairs Minister of India.
US SECRETARY OF STATE MARCO RUBIO HIGHLIGHTS THE INDIA–USA PARTNERSHIP
Addressing the occasion, US Secretary of State Marco Rubio emphasised the historic significance of 250 years of American freedom and the importance of the United States’ partnership with India.
He described the India–USA relationship as “the most consequential partnership of this century,” highlighting the shared values of democracy, freedom of navigation and free enterprise.
He also outlined an ambitious economic vision, noting that bilateral trade currently stands at USD 250 billion, with a target of doubling it to USD 500 billion over the next three years. This vision will be pursued through fair trade, resilient supply chains, and the complementary initiatives of Make in America and Make in India.
Mr. Rubio further emphasised cooperation in critical minerals, semiconductors, defence co-production, space and artificial intelligence, underscoring the importance of building a stronger and more prosperous future together.
He conveyed a powerful message: “America is stronger when India is stronger.”

INTEGRATED TRANSPORT PLANNING — A STRONG STEP FOR INDIA’S MARITIME FUTURE
The National Union of Seafarers of India (NUSI) welcomes the Union Cabinet’s decision to create a new authority for better coordination and integrated planning across India’s transport sectors — including ports, shipping, railways, roads and aviation. This historic step, aligned with the PM Gati Shakti National Master Plan and Maritime Amrit Kaal Vision 2047, will end silos and ensure holistic, seamless and sustainable logistics planning for the nation.
For a maritime nation like India with a 11,098 km coastline and 13 major and over 200 minor ports, stronger integration between ports and the national logistics and industrial network is the need of the hour. stronger integration between ports and the national logistics network is essential. Efficient connectivity can strengthen Indian shipping, improve cargo movement, enhance the competitiveness of our ports and contribute to greater maritime growth and employment.
As India moves towards becoming a global maritime and logistics powerhouse, NUSI believes that Indian seafarers must remain an important part of this growth story.
Infrastructure development must ultimately translate into more ships, stronger Indian shipping, better training, quality employment and greater opportunities for Indian seafarers.
NUSI looks forward to constructive engagement with the Government and maritime stakeholders so that the benefits of India’s integrated transport development also reach the men and women who keep our maritime economy moving.
Strong Ports. Strong Shipping. More Employment. Stronger Indian Seafarers.

NUSI CONDEMNS ATTACK ON M.T. ON PEACE — SEAFARERS MUST NOT BECOME TARGETS
The National Union of Seafarers of India (NUSI) strongly condemns the reported attack on M.T. ON PEACE, which has resulted in injuries to several crew members.
We are deeply concerned to learn that 12 crew members reportedly sustained burn injuries of varying severity and 10 crew members were evacuated to Khasab, Oman, for medical treatment. A number of Indian seafarers are among those evacuated.
Our thoughts and prayers are with every injured seafarer and their families. We wish them a speedy and complete recovery.
NUSI appreciates the immediate evacuation of the affected crew and the medical assistance being provided. We are also relieved to note that the families of the Indian crew members have been contacted and are being kept informed.
This incident once again highlights the grave dangers faced by innocent seafarers while simply performing their professional duties at sea.
Seafarers are not participants in conflicts. They are civilian maritime workers who keep global trade and essential supply chains moving. They must never be made targets of violence, warfare or geopolitical confrontation.
NUSI reiterates its call to all concerned governments, international agencies, maritime authorities, shipowners and other stakeholders to take every possible measure to protect seafarers operating in high-risk and conflict-affected waters.
No commercial voyage is more valuable than a seafarer’s life.
NUSI stands in solidarity with the crew of M.T. ON PEACE, their families and the entire seafaring community. We will remain in touch with the concerned stakeholders and extend all possible support required for the welfare of the affected Indian seafarers.
Seafarers deserve safety, protection and the right to return home to their families.

Dear Brothers and Sisters,
As we commemorate Gandhi Jayanti and Lal Bahadur Shastri Jayanti, we pay tribute to two great leaders of our nation whose lives continue to inspire generations.
On the 157th birth anniversary of Mahatma Gandhi, the Father of the Nation, we remember his timeless ideals of truth, non-violence, unity, and selfless service. We also honour the birth anniversary of Lal Bahadur Shastri, whose life and leadership reflected the values of simplicity, integrity, patriotism, humility, and dedication to the nation. His inspiring call of “Jai Jawan, Jai Kisan” continues to remind us of the importance of service, sacrifice, and collective responsibility.
The ideals and values of both these great leaders remain deeply relevant to us today. They inspire us to strengthen our solidarity and remain steadfast in our commitment to the dignity, rights, welfare, and well-being of seafarers and their families.
It gives me immense pleasure to share with you the 15th edition of NUSI SAGARIKA, our quarterly information-sharing magazine. Just as the values of Mahatma Gandhi and Lal Bahadur Shastri continue to inspire generations, we hope this edition of NUSI SAGARIKA will inform, inspire, and connect our seafaring community.
This publication has been created for seafarers, by seafarers, with the aim of providing useful information, valuable insights, and a platform to share the experiences and realities of life at sea.
As you are aware, NUSI has always been a strong advocate for the interests, rights, and well-being of the shipping fraternity, including seafarers of all ranks and their families. NUSI SAGARIKA is one of the many initiatives through which we seek to ensure that the voices of seafarers are heard and their concerns are addressed.
We encourage all our brothers and sisters to read this latest edition and share your thoughts, suggestions, and feedback with us. We also invite seafarers to share their experiences, stories, and journeys at sea. Your stories can inspire fellow seafarers, bring greater attention to the realities of life at sea, and create wider awareness of the challenges, achievements, and contributions of our seafaring community.
Your participation and input are invaluable in helping us better understand and address the challenges faced by seafarers in their daily lives and at sea. We greatly value your insights, suggestions, experiences, and stories, and encourage you to share them with us at [email protected].
By standing together and working collectively, we can continue to make a meaningful difference to the shipping fraternity and contribute towards improving the lives and well-being of seafarers and their families across the country.
We sincerely appreciate your continued support, solidarity, and participation, and look forward to hearing from you and reading your stories.
