As much as I like CK3, I think there were some big problems in the latest DLC, and I've used the help of mods to fix. They should add a gorilla in Silk & Silver. He could be super smart and wear glasses, with a short range toggle tesla cannon, and a dome to counter aoe slop.

The article is basically correct, it's just phrased in about the worst way possible. None of you disagree with this when it is phrased in terms of a universal militia under a DOTP which replaces cops/the army. It can't be a reform though, a DOTP is a precondition of this.
