My second caution is on confidential expenditure. I note that half of this Supplementary Budget, about Kshs 6 billion, goes to three agencies that usually have confidential expenditure: State House, Kshs 1 billion; Internal Security, Kshs 1.5 billion; and the NIS, Kshs 3.5 billion, about 50% of the total.
Part of what we have routinely faced is that some of these agencies take virtually any other expenditure and classify it as confidential expenditure. The reason they give is that the Treasury has not revised the regulations to indicate what is confidential and what is not. ~ @OAmollo

I rise to support the Bill, but with caution, and this is from the perspective of the Public Accounts Committee. First is the question of the actual expenditure. I note that we have 12 days to the end of the financial year. I am hoping that as Hon. Atandi asks us to support this Bill, and we do so, the committee will appropriately caution these agencies that they had better be sure that they will spend this money before the end of the financial year.

I think it is time that, as Parliament, we form an ad hoc committee to examine unrest in schools. It is no longer enough to leave it to the department.
We must also re-examine the circumstances under which we are operating our schools. If you look at the images of that school, and that is a high-end school, you can see that the dormitory was highly congested. This 100% transition policy, without the necessary infrastructure, is part of the problem. ~ @OAmollo

..The teacher is disempowered because there is not much they can do other than warn. Many of us parents, once we send our children to school, wash our hands of the responsibility. The child is then left to the internet. Some of the things they do are things that can only be learned from the internet. ~
