Hewing to the bedrock law, policy, precedent and facts that define the Iraq issue is the closest we can reach the truth of the matter and the best way to cut through the conjecture, distorted context and misinformation that have obfuscated the Iraq issue.

1. Annan's statement was a personal opinion, not an official UNSC 'confirmation'.
2. UNSCR 687 was explicitly enforced per 678. 1441 enhanced 687 & recalled 678. OIF followed precedent of multiple military actions that enforced 687 under 678 authority only since 1991.

Bad analogy. Per the Gulf War ceasefire, Iraq wasn't permitted to arm, be armed (eg, RUS sub w/ Iraqi flag) or oppose 678 enforcers. The only defense permitted to Iraq was proving its mandated compliance w/ the GW ceasefire terms. Those conditions don't apply to UKR & its allies.
Irrelavant what Russia does to Ukraine. We already established that this is illegal.
What we haven't established yet is our part in it.
Ukraine is used as a springboard to target civilian objects with our weapons and logistics.
It is the same as if Russia lent a submarine with sea-to-land missiles, painted it in Iraqi colours, and let it fire at Edinburgh Castle.

Re "arguing over 2003 Iraq doesn't legalize RUS annexing UKR", claiming OIF was illegal enables RUS by:
-Upholding RUS's illegal opposition to the 678 enforcement;
-Disabling the Gulf War ceasefire formula that distinguishes UKR from Saddam-class threat.

Technically there was 1 "Iraq War" which resumed with OIF's "any Member State taking action to uphold any Council resolution...to secure full compliance" (UNSCR 1441) press.un.org//en/2010/sc1011… re Iraq's Gulf War ceasefire "breach" (1441) at its "final opportunity to comply" (1441).

In terms of production scale it's worth recalling that Saddam's world-leading terrorism was managed by IIS too. While the IIS labs may not have been scaled to produce a military battlefield volume of BW agent, they had sufficient capacity to produce BW agent at a terrorism scale.
ISG assessed IIS lab BW work as small-scale research into agents like ricin and aflatoxin for assassination until the mid-1990s, with limited production (e.g., milligrams to a few kg of ricin) and no evidence of military development. Scope remained unestablished after sites were sanitized. This aligns with IIS special operations, which included terrorism support and targeted poisonings, not battlefield volumes.

Re "The mobile-lab story was Curveball", I devalue that b/c casus belli was Iraq's 687 noncompliance, not Curveball;
Burden was on Iraq to prove 687 compliance, not US to prove Curveball right;
ISG found covert bio, chem labs;
Iraqi officials informed ISG of WMD activity too, eg:

“Recalling” 678 is a preamble cite, not a new war vote.
The operative text of 1441 set up inspections and “serious consequences,” & left the Council seized of the matter.
That is why Washington went hunting for a second resolution and lost.
France, Russia, & China said 1441 did not authorize force.
So did the American officials selling it.
The rest of Powell’s speech is not a footnote to that procedure.
It is the claim that the weapons were there:
anthrax, biological vans, tubes, a nuke program.
Those claims failed.
No stockpiles.
The mobile-lab story was Curveball.
Putting a false inventory “in the context” of 687 does not make the inventory real, & it does not turn a citation into an invasion license.

The exchange w/ @grok is useful for exposing the contradiction b/w influential ISG conclusions & ISG's analysis. The analysis shows many 687 WMD violations—whereas non-findings were mainly b/c Iraq "sanitized" the evidence, which itself infers greater WMD activity than ISG found.

1. the Iraq WMD issue's rules & standards per 687 & 707;

Re "1441’s “full compliance” line is a process standard", right, 1441's "full & immediate compliance" standard for Iraq's "final opportunity to comply" reinforced the Iraq WMD disarmament process that had been mandated by the GW ceasefire UNSCRs, especially 687 & 707, since 1991.
