Five years after Ombudsman Ger Deering’s "Wasted Lives" report exposed the inappropriate placement of younger adults in older persons care, around 1,128 individuals aged under 65 remain living in nursing homes across Ireland. Many of these residents require specialized support for acquired brain injuries, neurological conditions, physical disabilities, or complex medical needs due to a severe shortage of suitable community care options. While monthly admissions have dropped to an average of 19 per month this year, the total resident population has decreased by 221 since January 2021, supported by the U65 Transition Programme moving 130 people into independent or specialized living arrangements. Supported by a total budget allocation of €35.555 million, an additional 42 active cases are currently in the transition pipeline with €11.32 million in funding reserved to assist their moves toward community living.
