A diesel export ban would add more pressure to a system already at a breaking point due to the decisions of California policymakers.
WSPA has long advocated for energy affordability across the West Coast. A diesel export ban comes with serious risks of driving prices even higher.
Logistical constraints, a high output of renewable diesel and low-carbon fuel mandates leave our market uniquely vulnerable to the disruptions this policy would cause.
The West Coast already refines more diesel than it consumes - a mandate to store that excess fuel rather than export it would likely require refiners to dial back their operations, risking higher prices for gasoline, jet fuel and other refined products.

California leads the nation with diesel prices at $7.86/gal- but did you know that a huge winner of high diesel prices is the state itself?
48.2c/gal flat excise tax
~89c/gal state sales tax (13%)
2c/gal tank fee
$1.39/gal
it's collecting 35c/gal more on diesel than a year ago.

Great article from Axios today explaining why increased diesel costs translate into increased costs to harvest our crops and truck our food and goods.
Here in California, diesel prices are the highest in the nation at $7.15/gallon because state policies have made the refining business unstable, with consequences that ripple through the entire economy.
As we close out the legislative session, it’s time for us to come together with policies that strengthen our energy infrastructure, not pull us apart with political posturing.

EXECUTIVE INSIGHTS: @OfficialWSPA President and CEO Jodie Muller highlighted the complexities of rising energy demand, competing jurisdictions and regulatory priorities — and how these factors can ultimately impact consumers.
Watch below for more insights from POLITICO’s The California Agenda: Sacramento Summit.

"Death by one thousand jurisdictions."
That is the reality oil and gas operators face every single day in California.
My message on stage at POLITICO's The California Agenda: Sacramento Summit was basically this: if we want to stabilize the cost of living for families, then policymakers must prioritize protecting the energy foundation we (still) have left.
We are in a supply crisis. Consumer demand remains high. If you're making policy decisions, you cannot pull us in opposite directions while expecting prices to drop. We need regulatory stability, clear rules, and a shared commitment to keeping energy reliable and affordable.
Thank you to the POLITICO Live team for convening the event. It was amazing to see so many people working to highlight the important issues facing California including our energy future.
If we want to make California affordable again, regulatory stability is essential. The products oil and gas companies deliver to consumers are essential. It is critical that we protect our remaining energy infrastructure. @POLITICOLive

Get ready to pay even MORE at the pump. ⛽️💸
The Democrat majority in Sacramento are pushing SB 1259—a reckless proposal that forces California’s remaining oil refineries to pick arbitrary shutdown dates and guess closure costs.
📈 California already lost 20% of its refining capacity this year alone.
Fewer local refineries = more expensive imported gas.
We already pay the highest gas prices in the nation. We can't afford more cost-driving mandates.
🚨 Contact your lawmaker today and tell them to vote NO on SB 1259!

Families need relief at the pump, not more strain on their budgets. California's At-Berth Regulation adds cost and uncertainty for refiners and importers.
Congress is moving forward so Californians do not have to face a further constrained fuel supply. foxnews.com/video/6403158562…
I joined @FoxNews to talk about California’s hidden climate tax that is raising costs on all 50 states.
When California institutes mandates that are unfeasible, unworkable, and costly, families around the country pay the price at checkout.
I’m leading the fight to stop it.

I’ll be speaking next week from the stage at the @POLITICO California Agenda: Sacramento Summit. The conversation will focus heavily on the harsh realities facing California’s fuel supply. We are down to six refineries in California and importing fuel can only go so far, leaving us with a critical need to protect what’s left of our refining capacity. With consumers at a breaking point and demand remaining strong throughout every corner of the state, we need sensible policies that are both pragmatic and possible. Californians need solutions that address volatility and uncertainty, not more politics. I’m looking forward to all the conversations on stage next week but particularly those that will help our leaders understand the importance of pulling together to support reasonable actions to address what’s ahead. The summit is next Tuesday, August 11, at noon PDT - register to participate virtually or join the in-person waitlist at:

When California produces energy in California, California benefits.
A strong local energy sector supports local businesses, creates high-quality careers, strengthens supply chains, and generates the tax revenue that funds essential public services.
That's why maintaining a responsible, local energy industry matters—not just for energy reliability, but for communities across the state.

Closing refineries raises gas prices, kills jobs, and costs California billions. California produces the cleanest oil in the world — importing it just costs more and pollutes more. We need our refineries to stay open.

We also talked about the upcoming cap & invest vote that could impact the oil industry and the governor's race.

"Consumers should be concerned."
Leader of the Western States Petroleum Association, @WSPAPrez says she agrees with state energy officials when it comes to uncertainty around oil/gas supply in California.
"California is going to have to be fighting for that"

The consequences of California's energy policies have been exposed with the ongoing global unrest. Decades of attacks on California's oil & gas industry have made us increasingly vulnerable to disruptions in our fuel supply. I enjoyed speaking with KCRA's @ZavalaA about the very real risks we are currently facing due to these policies. We cannot continue down this path - too much is at stake. And we need a different approach from policymakers.

WSPA urges CALeg to:
1) ensure there is in-state capacity to help when disruption hits
2) "stop believing" outsourcing energy needs will solve problems
3) fix hostile business climate pushing oil industry away
4) ensure state & locals are on same page about need for refineries

"California's petroleum system has been weakened by design, and global events are now exposing just how fragile it has become."
"This wasn't unforeseen... The CEC warned about this for decades.."

Even before the conflict in the Middle East, California drivers were paying the highest gas prices in the country by a huge margin. Decades of bad policy have limited California’s energy supplies and made us more dependent on foreign fuel sources. Now that our supply chain has been disrupted, you can see how reckless it was to outsource our energy infrastructure to other parts of the globe. Unexpected disruptions are bound to happen, but a strong in-state oil and gas industry will boost our resilience and protect consumers from supply shocks. Appreciate Jon Slavet for the great discussion on why it’s so important to protect what’s left of California’s fuel infrastructure. Our refiners have been warning for years: rising costs, unique regulatory mandates, and long‑term policy uncertainty make it increasingly difficult to justify investments in California. When it no longer makes sense to do business here, refineries close, eliminating jobs and tax revenue. Fewer refineries also makes for a less resilient fuel supply and makes us more vulnerable to price volatility. California has to protect what’s left of our remaining capacity to ensure businesses and consumers have access to the energy our economy relies on.
