💡Developer Spotlight & Meeting Recap
Yesterday's TAN Council meeting had a pretty interesting developer presentation from Edward Thompson, CEO and cofounder of @CertenOfficial.
Certen has already deployed five contracts on @TelcoinTAO Network's Adiri testnet, and what they're building could have some interesting applications for banks, MNOs and businesses operating on the network.
Essentially, Certen provides a governance and security layer that determines who is allowed to authorize transactions and under what conditions.
Instead of relying on a traditional multisig where everything revolves around who holds the keys, Certen uses identity based permissions.
For example, a bank could require approval from its treasurer, CFO and compliance system before moving funds. If the treasurer leaves, their permissions can simply be revoked and reassigned without rebuilding the account.
The interesting part is how this works with Telcoin Network.
Certen handles the governance on its own network, then sends cryptographic proof that the required approvals were met to a smart contract on Telcoin Network. That contract verifies the proof, and if everything checks out, Telcoin Network executes the transaction.
So Certen handles authorization while Telcoin handles execution.
They also demonstrated how this works with AI agents.
An agent could be authorized to make payments up to $25,000. A $20,000 payment goes through automatically, while a $150,000 payment gets rejected. If that agent's credentials are compromised, its permissions can be revoked and assigned to another agent without losing control of the account.
Another interesting feature is that the same governance structure can work across multiple blockchains. Companies can also share control of accounts, which opens up possibilities for lending, collateral management and institutional finance.
And this isn't limited to payments. Certen can govern other blockchain actions, including smart contract updates.
Think about how that could fit into Telcoin's broader plans involving telecom operated wallets, stablecoins, banking infrastructure and agentic payments.
Institutions could potentially bring their existing compliance systems and internal approval processes onto Telcoin Network without having to rebuild everything.
Edward mentioned that Certen is targeting a Q1 2027 launch. The council also expressed interest in setting up additional discussions with the team to explore specific use cases.
Nothing beyond the testnet deployment was confirmed, but it's encouraging to see developers already building and demonstrating working infrastructure on Adiri.
A few other updates from the meeting:
• TANIP1 staking rewards are still being worked on following the TEL3 upgrade. The council hopes to have those running again soon.
• Exchange support for the upgraded TEL token continues to progress. Legal requirements and coordination with exchanges are slowing things down, but additional contract information should be added to tel3.telcoin.network soon.
• Everyone was reminded to verify which TEL version an exchange supports before transferring tokens.
• Additional website updates and other improvements are also in the works.
• The next Platform and Treasury Council meeting is scheduled for Thursday at 4 PM Eastern.
Overall, I thought Certen was a good example of the kind of developers we want to see building on Telcoin Network.
Not just another token or application, but infrastructure that could actually make the network easier for financial institutions and businesses to use.
And the fact that it's already running on Adiri makes it that much more interesting.

Looking into @CertenOfficial ahead of today's TAN Council meeting, and they're a pretty interesting developer to see coming into the Telcoin Network ecosystem.
Certen is developing what they call a control layer for digital finance.
Essentially, their technology allows banks, businesses and even AI agents to operate across blockchains with verifiable rules governing what they're allowed to do.
Some of what they're working on:
• Institutional stablecoin issuance and management across multiple chains
• Cross-chain transactions with cryptographic proof of authorization
• Tokenization and governance of real-world assets
• AI agents capable of executing payments with programmable permissions and restrictions
• x402 payment compatibility and MCP integration for autonomous AI systems
• Smart wallets with advanced security, recovery and multi-party authorization
• Confidential governance that lets institutions maintain privacy while still proving transactions were properly authorized
Now consider what Telcoin Network is building...
An EVM-compatible Layer 1 designed for mobile network operators, with stablecoins, digital financial services, telecom-integrated wallets and agentic payments all part of the bigger picture.
Could Certen eventually provide the infrastructure allowing MNOs and financial institutions to issue and manage digital currencies, enforce their own compliance requirements and securely deploy autonomous payment systems on Telcoin Network?
The potential applications are pretty interesting..
What catches my attention is that this isn't necessarily about one new application. Infrastructure like this could make it easier for an entire class of institutional developers to build on Telcoin Network.
Looking forward to hearing what @CertenOfficial has planned.
Tune into today's @TelcoinTAO TAN Council meeting at 5 PM ET to hear directly from the developers.

Quick recap of yesterday’s @TelcoinTAO Platform and Treasury Council meeting.
Nick confirmed that the Telcoin Network protocol is production ready and mainnet remains on track for 2026. Most of the remaining work involves infrastructure, security reviews and coordinating with launch partners.
Steve said testnet has been running for months without any major issues. Benchmarking continues to show improvements in TPS, and validator hardware requirements have actually been reduced following testing and feedback from telecoms.
They also confirmed that the number of GSMA operators currently validating on Adiri or committed to mainnet has increased. No names or numbers were provided. MNO announcements will come on their own timelines, potentially before or after mainnet.
The public RPC and bridge remain priorities for launch. The oracle is expected to be ready, while the wallet SDK could come afterward.
TEL3 migrations with exchanges are progressing. They expect some of the larger exchanges to complete the process within the next couple of weeks, with most following within the next month.
TELIP18 passed Snapshot and was awaiting the final Compliance Council veto window. Treasury safeguards and a hedging strategy were also discussed.
The new unified website is 99% complete and expected to launch next week, along with an updated roadmap.
Marketing efforts are picking up, both publicly and through direct B2B outreach. David Palmer (@Metaversebizz) has also been actively meeting with people throughout the telecom industry.
One thing they made clear is that they aren't expecting massive transaction volume on day one. The expectation is that usage grows as operators and other businesses gradually move their services onto the network.
No specific mainnet launch date was announced. base:0x09be1692ca16e06f536f0038ff11d1da8524adb1

Parker Spann welcomed David Palmer as @TelcoinTAO's new Strategic Telecom Advisor for a discussion on his career in both telecom and fintech.
They explored agentic payment use cases, inter-carrier settlement, and the role mobile network operators can play as validators.

For anyone who missed yesterday’s discussion with Parker Spann (@p4cap) and David Palmer (@Metaversebizz), they covered David’s role as @TelcoinTAO's telecom advisor, mainnet, and how they’re approaching operator adoption.
A few things worth sharing:
• Parker said mainnet is coming later this year. No specific date was given.
• Validator onboarding is happening now. He asked operators and mobile money providers to get their technical and strategy teams involved before mainnet. Reach out to @TelcoinTAO if you are interested in getting involved or to learn more.
• Developers are already working on integrating existing applications and bringing local currencies onchain.
• Part of the plan is to move existing mobile money apps with millions of users onto Telcoin Network.
• Parker said the banking and partner API allows operators, wallets, and fintechs to offer bank accounts under their own brand. Customers could use those services through apps they already have.
• David is already helping them reach the right decision makers. Parker said those introductions are getting them into the right rooms pretty much immediately.
• The first use cases Parker expects to move quickly are remittances, mobile money, and payments between operators, using stablecoins and onchain FX.
• Parker also said they’ve identified an agentic application he’s excited about, but left the details for another time.
David kept coming back to one point: operators need to see how this makes them money. His work includes helping the team build that business case and connect it with the people who can approve it.
He said he hopes we’ll start seeing the results over the next few months. He also described the next 12 to 18 months as a critical window for execution.
No new operators were named, but Parker did explicitly say onboarding and integration work are underway.
