A UCLA analysis found that more than 40% of people flagged as possible noncitizen voters in California cannot be found on state voter rolls.
The Justice Department's list included 20,930 names, of which 8,880 could not be matched to voter records.
Nearly 7,500 naturalized citizens were also likely misidentified, AP reports.
