Strong video evidence and persistent detective work by CPD has led to an arrest in the March 9 shooting of a 46 year-old tourist in Streeterville during a teen takeover event. The investigation into another shooting during a similar event that wounded a teen March 28 continues.

With 99% of Chicago precincts reporting, I am calling the 1st Chicago school board district for Jennifer Custer and the 10th Chicago school board district for Che "Rhymefest" Smith. Overall, 4 districts for CTU, and 6 against. #twill #electiontwitter

Iowa Poll: Kamala Harris pulls ahead in state Donald Trump won twice
This is a stunning poll. But Ann Seltzer has as stellar a record as any pollster of forecasting election outcomes in her state.

.@ChiPubSchools spends $100 M yearly on its 20 emptiest schools. And it wants to spend another $1 B on them.
Like $35 M more on Douglass, which is at just 3.8% of its capacity. And where zero kids can read. Via @Wirepoints

This is an excellent summary from a regular Chicagoan who cares about improving the city's finances rather than further deteriorating them. I urge Chicago Aldermen to plz do a deep dive into this proposed bond deal. Seek greater transparency, accountability & fiscal discipline.
I know this was a very technical post. Here is digestable summary:
1) Chicago has a lot of debt and unsustainable deficits.
2) It does make sense to refinance some debt where terms are favorable.
3) It doesn't make sense to close an operating budget gap with a lot more debt.
4) The city is not providing aldermen with sufficient info/detail to make educated votes on this offering - on an accelerated timeline.
5) Our credit rating is at risk of further downgrades and while recent market conditions may result in us borrowing on relatively favorable terms for a BBB-rated credit (which is a bad rating for cities), the CDS market for Chicago's debt - which is essentially a way to insure against default - is sending red flags.
5b) We are borrowing on quite unfavorable terms relative to cities with their fiscal houses in order...
6) Lastly, we are getting ripped off on the underwriting fees relative to comparable deal sizes for municipal issuers this year.

According to Martinez’ contract, CPS must give him 6 months notice before termination, plus 20 weeks severance, unless let go for cause. Meaning, they can’t fire him during CTU contract negotiations, as CTU has sought. If CPS fires for cause, Martinez would likely sue.
