I think the reason why a lot of people fail to see how Bakugou & Izuku could be 'siblings-coded' is because they underestimate just how intense sibling rivalry could get (especially for those with close age gaps) and how they never fail to care for one another despite that.

Also, not to mention the protectiveness they have towards eachother despite persisting conflict reads as an involuntary loyalty that is very common amongst siblings
This being said, I want to add that this how *I* personally interpret their dynamic (which is highly influenced by my own personal experience with siblinghood lol), and you don't necessarily have to agree with me.
