RI Rank counts "taking a walk" as a "no" vote for this reason. While the official vote tally allows our state legislators to escape accountability, our rankings work to restore this accountability.
You can’t be a progressive leader if you take walks on bad bills to not anger leadership. It’s pretty weak and shows lack of courage. Just sayin’. 🤷‍♀️

In 2022, Raymond Hull ranked 52nd out of 75 Reps in our Overall Rankings, scoring 33 out of 100.
Every 2yrs @RIHouseofReps reorganizes & I've appointed @RepRayHull to serve as deputy speaker. He has the respect and admiration of the entire membership. Deputy Speaker Hull is very reflective of my leadership style -- we're both collaborative, consensus-building, moderate Dems.

On Wednesday, House Rules Committee Chairperson Kathleen Fogarty stated "...the vote in favor of holding all bills for further study is not substantive, and it does not signify any position on the merits of the bills. The motion and vote are procedural only." This is false. 1/x

The truth, based on years of analysis, is that most bills that House leadership does not favor are killed in this exact manner. By disguising "no" votes as "hold for further study", it provides cover for representatives whose voters would be upset over a "no" vote. 2/x

Whether they want to or not, every member of a House committee that votes to hold a bill for further study is voting "no, unless leadership says it's OK". This is not how democracy should work, and voters should demand accountability for this ruse from their representatives. 3/3

Our Election Strength rankings score a legislator's historical performance in elections. While this metric cannot account for the quality of their opponent, in the 2020 election these scores were a strong indicator of the incumbent's end result. rirank.com/ri-general-assemb…

In 2021, House Speaker @JoeShekarchi allowed 26 bills that the @RIACLU supported to go through to a floor vote. In 2022, just 9 bills the RI ACLU supported were allowed a floor vote by the speaker, creating a gaping hole in civil liberties legislation this session.

Each year the House Speaker chooses not to have this information published publicly, so we must request these vote tallies via APRA. The response can often take weeks. We urge the House to publish all committee votes going forward. 2/2
