🧵Three concerned Portland folks testifying at yesterday's city council hearing on Portland Police Bureau's request for more drone $ and expansion of drone use rules cited @RedTailAI investigations (redtailmedia.org/2024/08/23/…).

@RedTailAI reporting coming soon about an algorithmic pricing model being piloted by a @PortlandGov utility aims to show that even if AI systems used by gov could have benefits, they deserve transparency and scrutiny.

Body worn cameras are coming to a retail store or hospital near you. Despite immense privacy & civil liberties impacts and lack of regulation re: data collection and use, employee protection will be a very important argument used to sell these systems. axon.com/resources/leveragin…
Portland city council is set to vote on Wed September 4 on a (likely?) broad expansion of the police drone program and an additional $98k in funding. Here's what council might consider, and notable points discussed at this week's council meeting: redtailmedia.org/2024/08/30/…
OPB & testimony also mentioned demographics of areas where drones are often flown. Earlier @RedTailAI research shows PPB drones have been deployed where more people of color live and where poverty rates are higher. Here's that research: redtailmedia.org/2024/04/16/…
Following yesterday's Portland council hearing, police request for $98k for drones will go to 2nd reading (should happen after 5 days acc to council rules).
It seems that council had not seen PPB's updated drone rules proposal-?

Pondering how best to apply @proof__news's ingredients label concept (akin to datasheets for datasets/model cards for model reporting)...(proofnews.org/why-news-needs…).
2/2 Earlier piece includes disclosures & explains basis of reporting (analysis of @PortlandPolice procurement docs, PPB drone open data & related census demographic data) redtailmedia.org/2024/04/16/…
Proof folks: how might followup incorporate a @proof__news ingredients label?

Here's the story resulting from the Portland Police Bureau drone program FOIA/public records request: redtailmedia.org/2024/04/16/…
🧵Latest deep RedTail investigation provides never-before-reported details on @PortlandPolice drones. Some PPB drones have cameras that zoom-in on people, track them from a distance, and share those people’s precise locations remotely in real-time. redtailmedia.org/2024/04/16/…
In many cases, PPB’s drones have been deployed in neighborhoods where more people of color live & poverty rates are higher than in Portland as a whole. I detail one particular case in September 2023 involving four drones with advanced capabilities that paints a vivid picture.
PPB has deployed its drones over behavioral health-related calls, during traffic stops, and in other situations that may be outside the program’s originally-stated mission. Lots more detail in the story - give it a read and please share! redtailmedia.org/2024/04/16/…
