Gov. Kathy Hochul's DOH quietly jacked up a contract with Deloitte to build and manage a Medicaid application portal by $866 million last month.
The $177M contract from 2023 has now ballooned to $1.1B, now one of the top 100 costliest in the state.

@KathyHochul just handed Deloitte a billion-dollar Medicaid deal without a single competing bid.
In 2023, Hochul's Health Department gave Deloitte a $177 million Medicaid portal contract.
Quiet amendments pushed it to $317 million. Then in August, Albany tacked on another $866 million, more than four times the original price, without ever putting it out to bid.
State Finance Law §163 requires competitive procurement, and any agency that skips it must justify why!
Quadrupling a contract isn't an amendment. It's a new billion-dollar deal in disguise.
This is Deloitte, the firm behind the $60 million Excelsior Pass barely anyone used. Hochul's former budget director was just fined for her cozy dealings with Deloitte's lobbyist.
Under State Finance Law §112, the Comptroller reviews state contracts precisely to stop deals like this.
So where is the Comptroller? Where is the audit?

Freeze this amendment, audit it, and make Deloitte compete like everyone else.
