The difference between a fan one and a localization Toby can't deeply involve himself in is that it will haphazardly wear a label of officiality on it, until inevitably something in it causes some community uproar. Attacking and ranting on twitter won't improve the situation.

Atleast with community fan-made ones, the process can be done at a reasonable pace alongside development and can still strive for quality.
