Its called a trial “de novo”, essentially it means starting afresh before a different Magistrate. The Magistrate who heard the previous evidence was promoted, a new magistrate cannot continue because he or she was not privy to the evidence given by the witness, he or she will not have the benefit of seeing the witness, their demeanor amongst others. So you start afresh, same applies if a Magistrate dies or is transferred although in cases of transfer you may be required to follow them to the new Mag Court. I hope this helps.
