Kenya Seeks Long-Term Chinese Investment Partnerships for Infrastructure Development The Principal Secretary for Public Investments and Assets Management, Mr. Cyrell Wagunda, has called on Chinese investors to establish long-term partnerships with Kenya, emphasising the need for equity investment, technical expertise and collaborative delivery of infrastructure projects that offer value for money to the Kenyan people. “In return, we guarantee a stable framework, timely decisions, and Government support throughout the life of each project,” said PS Wagunda. The Principal Secretary was speaking during the Kenya Investment Mission in China, where he highlighted the Government of Kenya’s commitment to Public-Private Partnerships (PPPs) as a key mechanism for mobilising financing and accelerating the delivery of critical infrastructure projects. He cited the Nairobi Expressway as a successful example of the PPP model, noting that it was financed, constructed and is operated by China Road and Bridge Corporation (CRBC). “The Expressway has changed how people move in Nairobi and is a classic example of what can be achieved when Chinese capital and expertise meet a clear Kenyan framework,” he said. PS Wagunda further noted that China Road and Bridge Corporation and Shandong Hi-Speed Road and Bridge International are currently developing the Nairobi–Nakuru–Mau Summit highway project at an estimated cost of US$1.5 billion. “This is the largest road PPP on the African continent. When complete, it will provide efficient access to the East African Community, COMESA and the African Continental Free Trade Area market,” the Principal Secretary added. He urged Chinese investors to explore Kenya’s infrastructure project pipeline, identify viable investment opportunities and engage directly with the PPP Directorate and relevant contracting authorities to advance project development and implementation. PS Wagunda also encouraged investors to build strategic partnerships with Kenyan institutions, including Pension Funds and the National Infrastructure Fund, to mobilise long-term capital, share investment risks and strengthen local participation in infrastructure development. He reiterated the Government’s commitment to providing an enabling investment environment that fosters mutually beneficial partnerships, enhances infrastructure delivery and supports Kenya’s sustainable economic growth.

Kenya Calls for Increased Chinese Investment in Key Infrastructure Projects The Government of Kenya has expressed its appreciation for the support extended by its Chinese counterparts in the development and delivery of several landmark infrastructure projects across the country. Speaking on Kenya's Investment Financing Needs and Priorities during a working visit to China, the Principal Secretary for Public Investments and Assets Management, Mr. Cyrell Wagunda, highlighted key policy and legislative reforms undertaken by the Government to enhance the investment climate and facilitate private sector participation in strategic infrastructure projects. Among the key reforms is the Public Private Partnerships (PPP) Act, 2021, which has established clearer and more systematic procedures for the procurement and implementation of PPP projects, providing greater certainty for investors and project developers. The Principal Secretary also highlighted the National Infrastructure Fund (NIF), 2026, as a strategic instrument for de-risking infrastructure investments and mobilising financing for feasibility-ready projects in the energy, transport and other critical infrastructure sectors. He noted that the Fund's participation as a seed investor or equity partner would enable the blending of public capital with private institutional investment. This approach provides Chinese State-Owned Enterprises (SOEs) and private companies with opportunities to structure projects in partnership with the Fund while sharing long-term investment risks. In addition, Mr. Wagunda underscored the significance of the Government Owned Enterprises Act, 2025, which introduces governance reforms aimed at improving the commercial orientation and professional management of Government-Owned Enterprises (GoEs). These reforms are expected to address institutional bottlenecks, facilitate negotiations with international engineering and investment consortia, and create a more conducive environment for infrastructure development. One of the projects highlighted in connection with the Fund's support is the proposed expansion of Jomo Kenyatta International Airport, involving China Road and Bridge Corporation (CRBC). PS Wagunda called on Chinese investors to prioritise Kenya as an investment destination, particularly in the transport sector—including roads, ports, airports and bridges—as well as energy generation and transmission, information and communications technology (ICT), water and irrigation, and housing. He identified key areas for strengthening Kenya-China financial cooperation as joint identification of projects and funding for pre-feasibility and feasibility studies, blended financing arrangements, and capacity building and knowledge transfer. The Principal Secretary reaffirmed the Government of Kenya's commitment to strengthening partnerships with Chinese investors and development partners to mobilise sustainable financing, accelerate infrastructure delivery and support the country's long-term economic development objectives.

From Dairy Pay Boosts to Youth Internships: President Ruto Outlines National Agenda in Eldoret. His Excellency President William Ruto addressed the nation from Eldoret City on Tuesday during the 63rd Mashujaa Day celebrations, calling on citizens to embrace economic transformation, national unity, and inclusive development. Co-hosted jointly across Uasin Gishu, Elgeyo-Marakwet, and Nandi counties, the national event brought together thousands of Kenyans to honor the nation's freedom fighters and modern-day heroes. In a wide-ranging address, President Ruto underscored that the formation of a broad-based government two years ago was critical in promoting cross-party cooperation and preserving national stability. Turning to economic gains, the President highlighted key interventions in agriculture, announcing that a newly operationalized KCC plant in Eldoret will now pay local dairy farmers KSh 65 per litre, supplemented by a KSh 2 per-litre bonus. To tackle youth unemployment, he announced an expansion of the national internship programme starting January 2027, which aims to place 50,000 young graduates into practical work placements with stipends. He further highlighted ongoing investments in digital jobs, transport infrastructure, and international sports venues—such as the Talanta Stadium—to cement Kenya's standing as a global sports and economic hub. Concluding his speech with a call to modern patriotism, President Ruto urged citizens to move past division and build a nation where every Kenyan has a fair chance to prosper. "Power without a plan is power without responsibility," the President noted, reminding leaders of their duty to remain accountable to the public. During the ongoing Mashujaa Day Thematic Week Celebrations at Eldoret National Polytechnic, the Electronic Government Procurement (e-GP) and Access to Government Procurement Opportunities (AGPO) programmes are highlighting Government efforts to promote transparency, inclusivity and equitable access to public procurement opportunities. Through the e-GP System, the Government is digitizing public procurement processes to enhance transparency, accountability, efficiency and value for money. The system facilitates access to tender opportunities, electronic bid submission and improved tracking of procurement processes, creating a more transparent and accessible procurement environment for suppliers, including persons with disabilities (PWDs). The AGPO Programme empowers enterprises owned by youth, women and persons with disabilities by reserving 30% of Government procurement opportunities for these groups. Through registration, sensitization and access to procurement information, AGPO promotes economic inclusion, entrepreneurship and participation in public procurement, enabling PWD-owned enterprises to compete for Government tenders and contribute to national economic growth. Together, e-GP and AGPO demonstrate the Government’s commitment to leveraging digital transformation and affirmative action to expand economic opportunities, strengthen public service delivery and ensure that persons with disabilities and other eligible groups participate meaningfully in Kenya’s development agenda.
