Thank you, @BrianneKNadeau, for asking about the PEF & eroding carryover dollars / OSSE's claims. We disagree that $70m is the right level unless, as a policy choice, there's agreement that educators deserve to face a pay cut xitter.cf/AnneTheAnalyst/status/…

In 2021, the CFO's office told me DC has spent only about 75% of the Cash Flow reserve at any one point in time. It's our biggest reserve. There is no need to rush to refill the Fiscal Stabilization Reserve based on cash flow fears. The CFO's argument isn't making sense to me

This claim in the story is wrong: "D.C. officials say Bower's proposed 2025 budget would cut the program, saving the city $70 million a year after the program did not meet its deadline to raise more than $200 million."
The issue is rooted in $ "needed" for the reserves, not PEF.

The Pay Equity Fund is essential: it has raised wages for thousands of hard working early childhood educators, many of whom are Black and Brown women. We must keep our promises to the District’s educators, parents, and children and protect this program in our FY25 budget.
