The Senate Standing Committee on Devolution and Intergovernmental Relations, led by Wajir Senator Mohamed Abbas, today grilled KeRRA Acting DG Eng. Jackson Magondu over the agency's continued performance of devolved functions, causing massive duplication with County and NGCDF roads.
Senators argued that, per constitutional framework & past resolutions (2013 Task Force, 2024 Summit), agencies like KeRRA and KURA should have been wound up or merged.
Eng. Magondu defended KeRRA by informing the Senators that there's a court stay order until June 2026 that is allowing them to manage Class C roads and provide technical assistance to constituencies.
However, the Committee underscored that constituencies do not have anything called a road function, arguing the KeRRA funds follow devolved functions to counties.

The Rural Electrification and Renewable Energy Corporation (REREC) faced intense scrutiny today before the Senate Standing Committee on Devolution and Intergovernmental Relations over its continued role in last-mile power connections, a function some deem devolved.
CEO Dr. Rose Mkalama cited the Energy Act 2019 and collaborative Matching Fund Programs with counties as justification, aiming to achieve national power access goals.
Senators, led by the Committee's Chairperson Sen. Mohamed Abbas, pressed the corporation on its long-term sustainability plans and the need for structural alignment with devolution, proposing that REREC transitions into an intergovernmental parastatal. #REREC #Devolution #EnergyKE #LastMile

The Senate Standing Committee on Devolution and Intergovernmental Relation has directed Bomet Governor (Prof.) Hillary Barchok to ensure the speedy completion of all stalled development projects in the county.
Addressing the media after the inspection visit, the Members of the Devolution Committee, led by Vice Chairperson Senator Catherine Mumma, decried the loss of public funds due to negligience and urged the county boss to hasten their completion to ensure Kenyans get value for their money.
They underscored the need for governors to complete projects that were started by the previous administrations since government operates in perpetuity.
"It is unacceptable for millions of shillings to be spent on development projects only for them to stall. We are here to ensure that public funds are utilized properly and that the people of Bomet get value for their money," Sen. Mumma submitted.
Chebunyo Milk Processing Plant, for instance, was initiated in 2018/2019 to address market access for milk but remains unfinished due to a Kshs 5,520,000 pending bill for equipment.
Aonet Water Project, on the other hand, was started in 2010 with a total project cost of Kshs. 18,026,537.50, but has stalled due to delays in the delivery of a transformer to pump the water to Bomet residents.
Governor Barchok assured the Committee that his county government is doing everything to ensure that the stalled projects are completed before the end of his term.
The Committee's visit, which stems from a Statement sought by Bomet Senator Wakili Sigei, serves as a crucial oversight mechanism, holding the county government accountable for the effective implementation of its development agenda.

Sen. @Aaroncheruiyot (Kericho): I'll be remiss if I don't celebrate the industry and the dignity to a public servant that is embodied by none other than the Clerk of this House, Mr. Jeremiah Nyegenye. I've had the opportunity to work with that man very closely during my days in PSC, and I can say this institution is what it is today, courtesy of his stand and being a man of integrity.

A thrilling friendly match between Senate FC and Busia County Assembly FC was held today at Mundika Primary School Grounds in Busia County.
The match served as a curtain-raiser for the Senate Mashinani initiative, scheduled to officially kick off tomorrow, Monday, 6th October 2025, and run until 10th October 2025.
Gracing the bonanza were Busia Senator Okiya Omtatah who praised Busia County residents for electing members of the County Assembly of Busia from other communities rather than the dominant local community.
The Clerk of the Senate, Mr. Jeremiah Nyegenye commended both teams for their participation, noting that the friendly game symbolized unity and collaboration between the Senate and county assemblies.
County Assembly of Busia acting Clerk Gabriel Erambo welcomed the partnership of the Senate and the county assembly and called for fair play for two legislative soccer teams.
He emphasized that the match was part of the broader activities leading up to Senate Mashinani, an initiative aimed at bringing Senate services closer to the people of Busia County.
Echoing his sentiments, the Speaker of the Busia County Assembly, Hon. Frederick Wafula Odillo, who also captained the county assembly’s team, lauded the Senate’s decision to hold its sittings in Busia. He expressed gratitude on behalf of the county, noting that the move provides a unique opportunity for senators to directly witness and understand the challenges facing the residents of Busia.
The day concluded on a high note, with both teams demonstrating sportsmanship and camaraderie, setting a positive tone for the week-long Senate Mashinani engagements in Busia County.
The mouth watering encounter ended in a barren draw during regulation time and proceeded to penalties where Busia County Assembly emerged winners with 4-3 scoreline.
Parliamentary Service Commissioner Hon. Rachel Ameso presented the victors with a trophy to celebrate their achievement in tournament.

𝐈𝐍 𝐏𝐈𝐂𝐓𝐔𝐑𝐄𝐒|| The Senate Standing Committee on Finance and Budget, led by Mandera Senator Cpt. Ali Roba met with Equalization Fund CEO Mr. Guyo Boru earlier today at Parliament Buildings to review the Fund’s performance.
The meeting revealed significant financial and operational failures, prompting the Members of the Committee to call for the Fund to operate independently and efficiently to meet its constitutional mandate.
The committee heard that the Fund received only Kshs 3.53 billion of the Kshs 10.3 billion it was owed for 2023, resulting in Kshs 6.46 billion in arrears.
This non-transfer of funds directly impacted project implementation, with only 360 of 1,913 approved projects initiated, and just 285 completed.
Members of the Finance Committee poked holes in the bureaucratic system, noting that the Fund's continued linkage to the National Treasury—despite its intended independence—was the root cause of the operational failures.
They urged the Equalization Fund Advisory Board to immediately engage with the Cabinet Secretary for the National Treasury to address the arrears and autonomy issues.
