StarkNet is not a zkEVM for type 4 language equivalent EVM, but a zkEVM for type 2 bytecode equivalent EVM.
StarkNet belongs to the type 4 level defined by Vitalik - language-Equivalent zkEVM (strictly speaking, it is a zkVM).

Compared to other zkEVMs, StarkNet does't make circuits for the EVM opcode.
StarkNet has made its own set of assembly language, AIR (Algebraic Intermediate Representation), and high-level language Cairo that are more ZK-friendly.
