Only an illiterate person would say this. Oda has written MULTIPLE characters recognizing Zoro as the VC. Urouge/Bartolomeo/Lucci are just a few examples of people straight up calling Zoro the VC or the #2. Those are Oda’s words on the page. He’s considered the VC in-universe.
