JUST IN: A new Florida TaxWatch briefing details how states’ outdated Medicaid eligibility systems have allowed for the proliferation of multiple capitated payments for the same beneficiary. Between 2009 and 2019, states sent nearly a quarter billion dollars in unallowable Medicaid capitation payments to MCOs on behalf of deceased enrollees. And it’s only gotten worse. Data from August 2020 shows capitation payments were made on behalf of 327,497 concurrently enrolled beneficiaries, a steep increase from 2019 when this figure stood at 208,254. This briefing comes on the heels of CMS' announcement last week that identified 189K people receiving subsidized ACA Marketplace coverage who were also enrolled in Medicaid, Medicare, or were deceased. None of Tennessee's gubernatorial candidates are talking about Medicaid implementation. Given OBBBA’s new error-rate penalties and Tennessee’s own history of eligibility failures, that's a problem. As CAMI Board Chair @stansoloway argues in a NEW op-ed, this is why the Volunteer state's next Governor needs a modernization plan before they take office, not after the penalties land. OBBB is raising the stakes. States that can't get error rates below the new national threshold will be forced to shoulder 15% of costs themselves. Florida alone could face a $200 million fine. Other states aren't far behind. Read the latest on how states can address this from @TheCenterForAMI below: thecenterforami.org/blog/ken…
