Last month, 49 Nevadans from across the state came together for three days of conversation and deliberation to shape our state's water future. Together, they agreed on six water policy directives for Nevada’s future to propose to legislators as we head into our upcoming legislative session. Here are the supermajority-backed directives:
Directive 1 (achieved 84% support from the full delegate body):
“Improve accountability, transparency, and information in order to create a revised local and statewide water conservation policy"
Directive 2 (achieved 90% support from the full delegate body): “Establish a Water Advisory Board to centralize current statewide data into an easy-to-read, accessible public report and forecast to present to legislators before the start of each legislative session."
Directive 3 (achieved 78% support from the full delegate body): “Establish a system around water-intensive projects that ensures transparency, community input, public benefit, and accountability to Nevada residents and taxpayers."
Directive 4 (achieved 71% support from the full delegate body): "Require the establishment of a secondary review process, tailored to each county and initiated based on specified project types, to evaluate the cumulative economic, environmental, infrastructure, and community impacts of large-scale development on the state’s long-term growth. The process shall ensure accountability through transparent decision-making, meaningful public participation, and proactive community involvement prior to project approval.”
Directive 5 (achieved 84% support from the full delegate body): “Implement creative options to ensure Nevada’s growing needs for water are met now and into the future.”
Directive 6 (achieved 73% support from the full delegate body): "Create a statewide immediate short- and long-term action report to improve water sustainability for Nevada."

Wow! It's hard to believe it's already been over two weeks since we gathered to find citizen-led ideas for water policy in our state. This video from the close of the Civic Assembly shows the room singing America the Beautiful at our closing ceremony, and we are so grateful to everyone who attended.

"Coming into this, I didn't think people with such different political views could agree on water policy. But after sitting down and looking at the data together, we realized we all want the same future for Nevada."
— Angie Diaz, Civic Assembly Delegate, Boulder City
49 Nevadans. Three days. Six water policy directives — every one passed with supermajority support, across every political line.
That's not a coincidence. That's what happens when people are given the time and the data to actually work it out.
Next stop: Nevada lawmakers, ahead of the 2027 legislative session.

Three days. Dozens of Nevadans. Real conversations about the issue of water scarcity in our state.
Thank you to everyone who joined us at the civic assembly. You gave up your time to sit with neighbors you'd never met and work through hard tradeoffs together.
Tomorrow, we'll be sharing the directives you helped build. 👀

49 Nevadans. 6 Supermajority-backed water policy directives. 1 Weekend to shape the future of water issues facing our state.
Here's what one participant had to say about the experience:
"When I first received my invitation, I wasn't sure what to expect, but sitting at a table with people from Northern, Southern, and rural Nevada completely transformed my perspective. Diving into the data with the experts taught me how interconnected our state's water future really is. To sit across from neighbors with entirely different backgrounds, listen to their local concerns, and realize we all share the same commitment to solving water scarcity was incredible. That the forum included all political parties and beliefs, it was miraculous!" - Caroline Moassessi, Civic Assembly Delegate from Reno
