Se trata de un oficio enviado por Juan Ramón Balcarce, gobernador de Buenos Aires, a su par tucumano, Alejandro Heredia. El Archivo Histórico de la Provincia de Tucumán lo halló mientras trabajaba en la recuperación del patrimonio documental. El documento tiene cuatro hojas y describe los hechos a partir del 2 de enero de 1833. Permite conocer cómo fue comunicada la usurpación a las autoridades de la época. El director del Archivo, Javier Critto, lo calificó como "un documento inédito y fundamental para nuestra memoria" y afirmó que "nos permite saber que las Malvinas siempre han sido argentinas".
