It definitely requires backing from senior leadership, but my response to those folks is always "I'm in the middle of something. Submit a ticket and have them escalate to me if they run into any issues and I'll look at it as soon as I can"
That way you onramp them to the ticketing system without outright offending them
Doesn't always work of course, but enough of a success rate that it's been my standard go-to last couple of years
