Katto Wambua: Part of the reason as to why the Supreme Court annulled the 2017 presidential elections was because some results were not transmitted. The law as at 2017 provided for physical and electronic transmission of voter forms. Parliament then rushed back and amended certain sections to ensure that even if results are not transmitted then the final forms remain the declaratory position preventing a second annulment #CitizenDayBreak

Katto Wambua: The bill presented by Senator Cheruiyot is what was discussed and presents a new section 39 that does not include livestreaming
Gituku: So what will you be livestreaming?
Katto Wambua: The voter turnout. The number of people biometrically identified to vote. We also want the declaration of result in the 290 constituencies, be livestreamed #CitizenDayBreak

10. Upshot of this deletion per Parliamentary Procedure is the defeat of any proposed amendments to Clause 22, including our proposed S.39 which is Constitutionally compliant in terms of Arts. 86 & 138 & implements the CoA decisions in Maina Kiai @katibainstitute cases. @UGMParty

9. To defeat transparency brought by the @Reforms_Ke new S. 39, Bread-Based led by both Majority & Minority Leaders and Hon. Kaluma introduced in the order paper 2 notices to amend the Senate Bill by deleting & therefore dropping the entire Clause 22. This passed by acclamation.

8. Due to insufficiency of clause 22 in the Senate Amendment Bill, @Reforms_Ke led by @dkmaraga drafted & presented amendments via @CaroliOmondi. It introduces a new S.39 for live-streaming of both hourly voter turnout & results declaration across 290 Constituencies. @UGMParty
