في 27 يوليو، افتتحت نائبة الممثلة الخاصة للأمين العام والمنسقة المقيمة للأمم المتحدة في ليبيا، أولريكا ريتشاردسون @UlrikaR_UN ، إلى جانب رئيس المركز الوطني لإدارة الطوارئ والأزمات والكوارث، والمدير القُطري لبرنامج الأغذية العالمي @WFP_MENA ، والمدير الإقليمي لمكتب الأمم المتحدة للحد من مخاطر الكوارث @UNDRR ، ورشة عمل في طرابلس تهدف إلى تعزيز الاستعداد لمخاطر الكوارث وإدارتها في مختلف أنحاء ليبيا. ونظم المركز الوطني لإدارة الطوارئ والأزمات والكوارث الورشة بدعم من صندوق الأمم المتحدة الاستئماني للأمن البشري @UNhumansecurity وحكومة اليابان @MofaJapan_en .وجمعت الورشة خبراء من المؤسسات الوطنية ومن عدد من دول المنطقة، من بينها الجزائر والبحرين ومصر ولبنان وسلطنة عُمان والصومال وسوريا. وركزت المناقشات على التخطيط القائم على فهم المخاطر، وأنظمة الإنذار المبكر، والاستعداد للطوارئ، والتنسيق بين المؤسسات، بالاستفادة من الخبرات والممارسات الجيدة الإقليمية والدولية. وفي كلمتها الافتتاحية، أكدت نائبة الممثلة الخاصة والمنسقة المقيمة أهمية ترجمة المعرفة إلى أنظمة أكثر فاعلية تمكّن السلطات من توقع المخاطر، والتحرك في وقت مبكر، وحماية الأرواح وسبل العيش والخدمات الأساسية في ليبيا بصورة أفضل. وفي إشارتها إلى التعاون المستمر بين المركز الوطني والأمم المتحدة، رحبت بهذه المبادرة بوصفها تجسيداً لأهمية التعاون الإقليمي وللالتزام المشترك بين ليبيا والأمم المتحدة والشركاء الدوليين بتعزيز الاستعداد للكوارث وبناء مجتمعات أكثر قدرة على الصمود في مختلف أنحاء البلاد.

On 27 July, DSRSG/RC @UlrikaR_UN , together with the Chairman of the National Center for Crisis and Disaster Management, the Country Director of the World Food Programme @WFP_MENA and the Regional Director of the United Nations Office for Disaster Risk Reduction @UNDRR , opened a workshop in Tripoli aimed at strengthening disaster risk preparedness and management across Libya. Organized by the National Center for Crisis and Disaster Management, with support from the United Nations Trust Fund for Human Security @UNhumansecurity and the Government of Japan @MofaJapan_en , the workshop brought together experts from national institutions and countries across the region, including Algeria, Bahrain, Egypt, Lebanon, Oman, Somalia and Syria. Discussions focused on risk-informed planning, early warning systems, emergency preparedness and institutional coordination, drawing on regional and international experience and good practices. In her opening remarks, the DSRSG/RC highlighted the importance of translating knowledge into stronger systems that enable authorities to anticipate risks, act earlier and better protect lives, livelihoods and essential services in Libya. Referring to the ongoing cooperation between the National Center for Crisis and Disaster Management and the United Nations, DSRSG/RC welcomed the initiative as a reflection of the relevance of regional cooperation and the shared commitment of Libya, the United Nations and international partners to strengthen disaster preparedness and build more resilient communities across Libya.
