The basic problem is that Indians are very rude and insulting to other Indians.
Their languages are horrible to the weaker sections. This trait exists at all levels of society in India.
If Indians are treated with real 'respect' inside India, then Indian quality will naturally go up.
(This is exactly what my research on feudal languages explains in detail.)
