All the NFA regulations (specifically discussing the Form 4) are not laws - they are regulations. There is no reason why a "Form 4" could not be done at point of sale (with a NICS check instead of photograph, fingerprints) and sent to the buyer as a PDF. That satisfies the requirement in states that require compliance with the NFA to posses and it allows transfers of SBRs IAW the GCA. Still unconstitutional, but plays the game until.
What @calmatters fails to mention is that there was an immigration amnesty in 1986 (Immigration Reform and Control Act - IRCA -40 years ago). Arreguin was in the US for 9 years already (according to their story).
