Up to 20% of Kyiv's restaurants have closed or plan to go into winter hibernation, as a Cabinet rule takes effect Dec 4 requiring venues to provide shelters or safe spaces to stay open during "yellow" air alerts. Footfall is already down 25–30% since Russia escalated strikes in late August. Few venues have basements, and associations say the rule is often impossible to meet. via @NewsUkraineRBC
What restaurant and bar owners tell me: the shelter rule isn't the problem, it could be the last straw. Staff shortages. Erratic supplies. Diesel bills to keep the lights on through blackouts. Many were barely holding on before Dec 4 came into view #Ukraine
Sources from three countries confirm that the Trump Administration has advocated Viktor Orbán for the role of United Nations Secretary-General. The U.S. has encouraged the former Hungarian Prime Minister to enter the race, even bringing him the initial idea. The plan awaits a final decision - @WSJ

Nearly 1,000 people arrested at protests in France - says Interior Minister Laurent Nuñez – a figure he said would likely "increase". The government said 410,000 protesters marched versus a tally of "nearly 800,000" claimed by organisers. The "calm" situation in Paris culminated in clashes, with violence across other cities as the demonstrations entered unauthorised areas.
World Briefing Plus - A ceasefire and humanitarian corridor are now planned for the southern Ukrainian town of Oleshky. The surprise is who’s claiming the credit, and who’s being thanked: Melania Trump and the Vatican.

First Lady Melania Trump is claiming credit for a ceasefire in Russian-occupied Oleshky, southern Ukraine.
But the Vatican says it was Pope Leo XIV who phoned Putin on Oct. 16, while still in hospital after lung cancer surgery, and asked for a truce to get food and aid in. The Kremlin confirmed the call. Secretary of State Cardinal Parolin says the initiative was the pope's.
As @thedailybeast notes, it's reminiscent of 2016, when Melania said she wrote her RNC speech "with as little help as possible," only for whole passages to turn out to mirror Michelle Obama's 2008 convention speech.

Here in Odesa, the contrast is striking: the lights are on, but the taps have run dry. Central districts have gone the entire day without running water #Ukraine

"Currently, we are not recording the lifting of restrictions in Starlink," he wrote on Facebook. He said occasional faster speeds are likely due to SpaceX's algorithm or special usage conditions, not a policy change - via @pravda_eng

President Trump called Elon Musk on Wednesday and asked him to lift the restrictions he had placed on the military-grade Starlink that Ukraine relies on, U.S. officials told the WSJ. By Thursday, the system appeared to be working more normally.
Good. But it raises a bigger question: whose hands are actually on the levers that deliver U.S. assistance to Ukraine and other allies? Here, it took a phone call from the president to a private billionaire.
