The dumbest and therefore most likely explanation is that the Chinese balloon got everyone trigger happy and now they're shooting down regular ass weather balloons on sight.
One of the primary features of "the market" is we talk about it like its part of the universe, something we can't control. Thus it's just an excuse for the rich and powerful to keep doing the horrible shit that makes them rich and powerful in the first place.
