10月17日、武石知華さんのお父様、お母様が沖縄県庁にお越しくださり、直接お会いして、お話を伺いました。
深い悲しみの中にあって、大変つらい記憶と向き合いながらも、沖縄まで足をお運びいただき、大切なお気持ちを聞かせてくださったことに、心より感謝申し上げます。
かけがえのない大切なお子様を突然失われたご家族の悲しみは、どれほど深く、どれほどつらいものか、到底計り知ることはできません。お話を伺い、胸が締め付けられる思いでした。
改めて、知華さんのご冥福を心よりお祈り申し上げます。
そのような深い悲しみの中にあっても、二度と同じ悲劇を繰り返さないという強い思いのもと、未来の子どもたちの命と安全を守るため、具体的な課題やご提案を届けてくださったことを、重く真摯に受け止めております。
修学旅行・教育旅行の安全確保については、海のプログラムや自然体験、民泊なども含め、受入事業者の安全体制を確認し、学校・旅行会社・受入事業者が必要な情報を共有できる仕組みづくりが重要です。
沖縄県修学旅行推進協議会において、ガイドラインの策定等について議論を進めてまいります。
また、平和学習の講師やガイドの選択肢を増やす取組や、子どもたち自身の声を今後の安全対策に生かす仕組みについても、ご家族からいただいたご提案も踏まえ、課題を確認してまいります。
事故を決して風化させることなく、二度と同じ悲劇を繰り返さないこと。事実関係の解明を見守りながら、ご家族との対話を大切にし、関係部局や関係機関と連携して、再発防止に向けた具体的な取組につなげてまいります。
沖縄を訪れる子どもたちが、安心して学び、かけがえのない経験を胸に、無事に家族のもとへ帰ることができるよう、ご家族からいただいた一つひとつのお言葉を大切に受け止め、責任を持って取り組んでまいります。

Experts believe Moscow is probably teaching parts of the Chinese military how to integrate its most advanced drone and counter-drone systems into land warfare. Analysts say those lessons could shape how China approaches Taiwan.
Mr Arduino said: “China is gaining access to a kind of capital, a virtual capital that Russia is accumulating: wartime expertise. Russia is looking to trade this wartime expertise with its partners, and this includes drones, remote warfare, trench assaults, underground warfare, and so on.”
The drills have raised questions about whether China could apply what it learns to Taiwan. Russia’s experience in Ukraine may be showing Beijing how drone swarms can overwhelm air defences.
It would fit a wider push by China to build unmanned systems on a scale few other countries could match. The drills also reflect how far the balance between Moscow and Beijing has shifted.
China is now Russia’s largest trading partner and a vital buyer of its oil, and Western officials say Chinese components are found in many of the drones Russia fires at Ukraine.

Here we go again. Absurd claims of Japan’s “remilitarization” are nothing but a ploy to justify the weaponization of critical mineral supplies. Beijing’s gratuitous export restrictions don’t impact Japan alone. They harm businesses across the region, including American ones, that have built strong partnerships with Japanese companies and value the quality and reliability of their products. Clearly, the words “stability” and “disruption” mean the same thing in Chinese.

今回のPHPの脆弱性対応のため、現在もウェブサイトを一時停止されている事業者などの皆様もいらっしゃると思います。
昨日は、高市早苗公式サイトも、すぐに事務所からサイト管理者、サーバー管理者に連絡をしてアクセスができない状態にした上、対応を行ってきましたが、先ほど措置が終了し、アクセスを再開できるようになりました。
状況によっては、サイトを一時的に停止することも重要だと私自身も改めて感じた次第です。
企業を含めサイトを開設されている方々の中には、深夜の対応が必要な場合など、今回のような注意・警戒情報にすぐには気付かない方もいらっしゃると思います。
そうした場合、個社の中でサイト管理を担当されている方、あるいは委託を受けているサイト管理者やサーバー管理者の方が気付くことで、早急に対応に着手することができると思います。

Japan just built a rule that walls off Chinese cloud providers without ever naming China.
Starting in 2027, Japan will launch a national security certification for data centers and cloud services. Hospitals, banks, and research institutions that handle sensitive data will be strongly steered toward certified providers. The criteria look at ownership, capital ties, and foreign government influence, but no country is named.
Here’s the practical reality: no Chinese product has ever passed Japan’s existing JC-STAR cybersecurity certification. Not one. The new system builds directly on that record.
The unspoken target is China’s National Intelligence Law, which can force Chinese companies to hand data over to the state even when their servers are in Japan. Alibaba opened its fifth Tokyo data center earlier this year. Under the new framework, sensitive institutions will be guided away from exactly that kind of operator.
Using an uncertified service stays technically legal. In practice, the government will be reviewing those same institutions’ data practices directly, so the choice is heavily one-sided.
No country is named. The effect is clear.

研究者が監視したハッカーのうち最も活発だったのは、中国語を使う1人だったという。この人物は9月25日以降、米国、カナダ、オーストラリア、日本の電子商取引（ＥＣ）サイトにＡＩエージェント群を投入。指示は極めて簡潔で、好みの侵入戦術を100字未満の中国語で概略的に記すのみだった。
このＡＩエージェントは先週末までに、1200超のウェブサイトへの侵入を試みていた。侵入に成功した事例では、脆弱性を突き止めるための作業に23時間程度を要した。

Hari ketiga lawatan kerja ke Jepun, saya mengadakan pertemuan dengan Menteri Luar Negeri Jepun, TYT Toshimitsu Motegi bagi membincangkan usaha memperkukuh hubungan dua hala, khususnya dalam konteks pertahanan dan keselamatan.
Saya merakamkan penghargaan kepada Kerajaan Jepun atas bantuan melalui program Official Security Assistance (OSA), termasuk sistem counter-UAV kepada Malaysia. Malaysia berharap OSA diteruskan pada tahun 2027 dan seterusnya dengan skop lebih menyeluruh, khususnya bagi meningkatkan keupayaan pertahanan negara.
Saya turut berkongsi hasil pertemuan dengan Menteri Pertahanan Jepun semalam, termasuk usaha memperluas kerjasama maritim, meneroka kaedah perolehan pertahanan secara G2G serta cadangan mengadakan mesyuarat tahunan peringkat Menteri Pertahanan kedua-dua negara.
Kami juga bertukar pandangan mengenai perkembangan keselamatan Indo-Pasifik, khususnya situasi di Laut China Selatan. Saya menegaskan kepentingan perpaduan ASEAN dalam menghadapi cabaran keselamatan serantau serta memastikan keamanan dan kestabilan rantau terus terpelihara.
Pertemuan ini turut menyentuh hubungan pendidikan yang telah lama terjalin, termasuk penubuhan Malaysia-Japan International Institute of Technology (MJIIT) dan kampus University of Tsukuba di Malaysia, selaras dengan semangat Dasar Pandang ke Timur.
Malaysia melihat Jepun sebagai rakan strategik yang dipercayai. Semoga hubungan ini terus diperkukuh, khususnya menjelang ulang tahun ke-70 hubungan diplomatik Malaysia-Jepun pada tahun hadapan.
