The public Dijkstra testnet is open, and SPOs can start onboarding.
It runs node 11.1.3 for now. After the node 11.2 pre-release, a hard fork action moves it to protocol version 12 (Dijkstra).

A public Dijkstra testnet is now available! SPOs can begin onboarding using Node 11.1.3 on pv11. Epochs are 1-day in length.
Timeline:
- Protocol version 11 (Conway) on node 11.1.3
- Node 11.2 Pre-Release
- Hard Fork Initiation action
- Hard fork for protocol version 12 (Dijkstra) using node 11.2
- Integration and testing against the Dijkstra feature set (minus Leios)

Leios is coming to Cardano with the Dijkstra hard fork.
The goal? More room for transactions as network demand grows.
The rollout will happen in stages, starting at 3-5x today's throughput and aiming for 10-15x as mainnet results allow.
