Plague is treatable with antibiotics, so why are they responding with lockdowns instead of giving people antibiotics?
A couple of disturbing possibilities.
Replying to @kesvelt
Russian authorities have surely sequenced the Irkutsk pathogen, but refuse to identify it.
Physical lockdown indicates it cannot be controlled with prophylactic antibiotics, implying engineered pan-resistance or that it isn't plague at all.

Gloria/Gregory Hemingway, hunter, physician, and child of Ernest Hemingway, dies in jail in Key Biscayne, Florida. He/she was 69.
On the day of his/her death, Hemingway was due in court on charges of indecent exposure and resisting arrest. Like Ernest, Gloria/Gregory suffered from alcoholism for many years.
The child was born Gregory Hemingway in 1931, but cross-dressed throughout childhood.
Ernest Hemingway was almost entirely ambivalent about his child’s cross-dressing, and commented “this clothes business is something that I have never been able to control.”
In 1993, Gloria/Gregory underwent surgery, but did not identify as a woman.
In 1999, the surgery was reversed and Gloria/Gregory began calling him/herself “Greg” full-time, but continued cross-dressing.
At the time of his/her death, Gloria/Gregory identified as both a man and a woman but did not identify as transgender.
