🇵🇾 Chaos on the streets as Paraguay’s largest digital bank collapses
Nearly 3 million customers affected as the country faces a major political and financial crisis.
Paraguay’s Central Bank (BCP) seized Ueno Bank, the country's largest digital lender, after its solvency ratio collapsed to less than half the legal limit.
Central Bank President Carlos Carvallo resigned at the request of President Santiago Peña. Carvallo previously chaired the finance company that evolved into Ueno Bank, drawing heavy criticism over regulatory blind spots and conflicts of interest.
The Specialized Unit for Economic Crimes and Anti-Corruption ordered the detention of eight high-level executives and figures tied to the bank, including founder and majority shareholder Miguel Vázquez and Ueno Bank President Juan Manuel Gustale.
The intervention completely froze Ueno Bank’s digital app, credit cards, and transfer capabilities. This has locked out roughly 3 million users, an estimated 60% of Paraguay's adult population, leaving many with no immediate way to access their money.
The state health and pension fund (IPS) has an estimated $380 million in public retirement funds invested in Ueno Bank.
Angry citizens, savers, and pensioners flooded the streets of the capital and gathered outside closed branches, demanding their cash and chanting for political accountability.

Today, at a special meeting of the OAS Permanent Council, we paid tribute to the life and legacy of Jean Michel Arrighi; a distinguished jurist, public servant, cherished colleague and friend.
For 33 years, Jean Michel served the OAS and its member states with exceptional legal acumen and deep institutional knowledge. As Secretary for Legal Affairs for 20 consecutive years, he advised Secretaries General, the Permanent Council, the Inter-American Juridical Committee and governments across our hemisphere.
His contribution reached far beyond legal counsel. At moments when consensus seemed out of reach, he helped turn shared principles into practical solutions. He played an instrumental role in the adoption of Resolution 1080 and the Inter-American Democratic Charter, helping strengthen the democratic foundations of the Americas. From Costa Rica and Guatemala to Haiti, Honduras, Nicaragua and Peru, he brought expertise, patience and a rare ability to listen and build trust.
Jean Michel also believed that knowledge must be passed on. Through the Inter-American Course on International Law in Rio de Janeiro, he mentored generations of diplomats, lawyers, scholars, officials and students. The course’s 51st edition stands as a testament to his commitment to principled public service and to the future of the Inter-American system.
I will remember his dedication, his generous guidance and our conversations about Rio—including his insistence that I experience his favorite feijoada, accompanied by what he called a “Brazilian afternoon tea.”
To keep his legacy alive, the OAS will establish the Jean Michel Arrighi Annual Inter-American Lecture on International Law, to be held on or around his birthday, March 4. The first lecture will take place in 2026.
My deepest condolences are with his family, friends and colleagues. Jean Michel is irreplaceable. His work helped shape the legal and democratic architecture of our hemisphere, and his example will endure in the people he mentored and in the history of the OAS.

Without a matching rise in loanable funds, persistent rate pressure will likely crowd out rate-sensitive, non-tech sectors.

There are distressed junk bonds (some $14BN) backing data centers where the only tenant is CoreWeave which is itself funded by distressed junk bonds.
Is that Junk Squared?

2026 economic sciences laureates Robert E. Hall’s and Michael Woodford’s research has made us better equipped to manage economic downturns.
They laid the foundation of the New Keynesian paradigm, in which models are built upon microfoundations, which means from the bottom up. Economic outcomes are the result of millions of decisions made at the microlevel by households and businesses. Using models based upon this approach, rather than simply studying the economy from a macro perspective, like a bird’s eye view, Hall’s and Woodford’s research has generated a paradigm shift in the theory of stabilisation policy.

🇪🇺 This year the European Union will again make more money from fining US tech companies
Than from the total tax income from Europe's own public tech companies!
⚠️ We have fined Google €890 million for breaching the Digital Markets Act, by promoting their own services and restricting customer access to alternatives on Google Search and Google Play.
