I think the level curve in johto isn’t an issue at all if you’re above the age of 10 and have played a Pokémon game before like you don’t need to be the same level as the elite four if you have a decent team and know how to use Pokemon
Not to add on the discourse but Goku does beat Saitama and Saitama isn’t a gag character he’s a satire on shonen characters being op at the end of their stories so it’s like if you put a protagonist with their final arc powers in the beginning of the story
