Today in Oslo, I met with King Haakon VIII of Norway. I thank His Majesty, the Government, and all the Norwegian people for their support for Ukraine.
We discussed the return of Ukrainian children abducted by Russia. We must bring every Ukrainian child home. We discussed what steps we can take to make this happen. We are also doing everything we can to help our people in Oleshky, which is under Russian occupation. The situation there is simply horrific.
I thank Norway for standing with Ukraine and the Ukrainian people during this difficult time.

As strong partners of Ukraine, Sweden and the UK stand united on the need for more support for Ukraine and increased pressure on Russia.
We also stressed the value of a strong EU-UK relationship for European security.

I had a productive call with my Swedish colleague @MariaStenergard. Grateful to Sweden for its steadfast support and particularly for its leadership in advancing the full use of frozen Russian assets for Ukraine. Russia must pay for its aggression.
We followed up on last week’s productive EU Foreign Affairs Council, which delivered important sanctions decisions and reinforced Europe’s determination to maintain pressure on Russia. We also discussed the next steps following last week’s meeting between President @ZelenskyyUa and @SwedishPM Ulf Kristersson.
A particular focus was strengthening Ukraine’s air defense and protecting our skies against relentless Russian attacks. I am grateful to Sweden for its unwavering support.

Russia is running an unprecedented budget deficit.
The latest figures published by FISU show the January–September deficit at $61.1 billion, already 37% above the full-year deficit originally planned by the Kremlin. Spending is up 14.5%, while revenues grew by only 10%.
Oil and gas revenues fell by 17.2%.
This is exactly the kind of pressure sanctions are meant to create. The goal is to reduce Russia’s ability to finance its war and bring the hostilities to an end.
It is crucial to keep the restrictions in place and strengthen them. Their impact is cumulative and is already bearing results.
We thank all the EU partners for adopting a new strong 22nd sanctions package. We call on the US to maintain and reinforce its pressure. We urge all other partners to introduce and synchronise restrictions on Moscow to force a sooner end to the war.
Appeasement cannot bring peace closer. Sustained pressure to constrain the capacity of Russia’s war machine can.

We don’t use Starlink for our responses inside Russia. We use Starlink to intercept jet-powered “shaheds” that attack our civilians and kill families.
Starlink wasn’t turned off – its speed was reduced. And when the speed was reduced, we were unable to intercept a certain number of jet-powered “shaheds.” We couldn’t use a tool that helps protect people. That’s very painful and frustrating.
We also use Starlink for mid-range strikes against enemy military targets in our temporarily occupied territories. We couldn’t do that when the restrictions were in place. And third, what matters most is people. Our warriors, who spend weeks and months on the front line, receive food and water delivered by drones using Starlink.
Has the speed been fully restored to what it was before? No. Is it being restored now? Yes.

I appreciate the position of Swedish Prime Minister Ulf Kristersson @SwedishPM: it is important to increase pressure on Russia and step up support for Ukraine, not the other way around. This is exactly what Europe’s collective response to Russia’s escalation should be.
We discussed in detail what we need to defend ourselves against constant attacks, first and foremost, stronger air defenses. I thank Sweden for our agreements on Gripen fighter jets. We expect deliveries soon. They will complement our F-16s, particularly in shooting down jet-powered “shaheds.” We also focused on our path to EU membership and support for our energy sector as we prepare for winter.
I am grateful to the people of Sweden, the government, and Ulf personally for their support for Ukraine and our joint efforts to ensure Europe’s security.

Starlink connectivity at speeds of up to 160 km/h is being restored.
Removing Starshield’s speed limit entirely is now critical for Ukraine’s defense.
Thank you, @elonmusk. We hope for your continued support.

Sweden regrets the decision by the US to impose sanctions against the @IntlCrimCourt. Sweden and the EU stand firmly behind the ICC and its vital role in ensuring accountability for perpetrators and justice for victims of the most serious crimes of concern to us all.
Multilateralism and international institutions for ensuring accountability are needed more than ever at a time when violations of international law continue to cause immense suffering. Sweden will continue to support the ICC, its independence and its integrity.

Sweden strongly condemns Russia's horrific attacks against civilians in Ukraine, including yesterday's devastating strike against two public buses in Kramatorsk. In the past days, at least 85 civilians have been killed, including children. My thoughts are with the victims, their families, and the people of Ukraine, who continue to suffer the intolerable consequences of Russia's brutal war of aggression. In today's emergency meeting of the UN Security Council, Sweden will reiterate our unwavering support for Ukraine, together with our Nordic and EU partners.
Attacks against civilians and civilian infrastructure are unacceptable and in blatant violation of international law. Russia must, and will, be held to account.

All 32 NATO Military Representatives arrived in Kyiv for an official visit yesterday. It is the first time the Alliance's Military Committee has visited Ukraine in eight years.
Led by Admiral Giuseppe Cavo Dragone, the delegation met with Ukraine’s Commander-in-Chief, Mykhailo Drapatyi, and the General Staff of the Armed Forces of Ukraine to discuss front-line updates and military priorities. Allied representatives also held a solemn ceremony at the Wall of Remembrance in Kyiv to honor fallen Ukrainian Defenders.
"The bond between NATO and Ukraine is stronger and stronger. In facing Russia's continued aggression against Ukraine and its reckless hybrid activities in NATO countries, we stand unwavering with Ukraine in the heroic defense of its sovereignty, its territorial integrity and the future of its people.
Ukraine's courageous and resilient spirits remain unbreakable and serve as an example to other nations. An example that combines with all the lessons we can learn from your commanders, from their experience, which will ultimately help our alliance too, to better face today's and tomorrow's threats.
To answer those who think that by perpetrating acts of sabotage, cyber attack and violation of the airspace in NATO territory, they will undermine this support and our resolve, I will respond, you are failing. NATO's support for Ukraine continues to grow and our unity is stronger than ever. Russia bears full responsibility for this dangerous and unacceptable behavior.
And allies will continue to sharpen their tools, strengthening all elements of our deterrence and defense," Admiral Giuseppe Cavo Dragone said.

Russia has been caught red-handed running yet another large-scale disinformation campaign across Europe, under the telling slogan "Russia is not my enemy."
The very fact that Moscow is putting so much effort into this message proves two things. First, Russia is indeed Europe's enemy. Second, the Kremlin realizes that more and more Europeans understand this.
A reminder: in the run-up to the full-scale invasion, throughout 2021 and early 2022, Russian officials repeatedly insisted they had no plans to attack Ukraine. The more they deny plans to attack other European nations, the more likely it is that this is exactly what they are preparing.
We call on allies to step up pressure on Russia and support for Ukraine to stop Putin now, before he puts his criminal plans into action.
Russia's current large-scale "Russia is not my enemy" propaganda campaign is one of their largest of the year.
Our analysis details ongoing strategy.
