Wrong. Buyers have greater appreciation for having a home where they control costs and maintenance, rather than being in financial servitude to a third-party freeholder. Developers should change their product and sell flats with a share of freehold. They prefer scamming though.

Only if a lender allows it. Many now refuse mortgages where the service charges are in excess of 1% of the property value. Also, being forced to pay thousands of pounds a year in junk fees, with no restriction on how high they can rise, is not an attractive proposition to anyone.

A group of apartment owners are calling for the "right to challenge" property service charges after their fees have more than trebled since 2018. Some residents of Lisburn Square say their service charges were about £1,400 per annum in 2018, but have risen to more than £4,300.
