In January 2024, Gov. Maura Healey choked up talking about a plan to close Boston's Melnea Cass recreation center to shelter migrant families. Days later, cots filled the gym.
That same month, migrant families slept on the floor at Logan Airport. Massachusetts was the only state with a right-to-shelter law for families, and at the peak the state ran 100 hotel shelters.
The shelter system cost taxpayers $894 million in fiscal 2024 and $978 million in fiscal 2025. The state auditor found the state paid $140 for a taxi ride that went just 223 feet, and called the administration's no-bid shelter deals "improper and unlawful."

In May 2026, volunteers requested RES extracts from all 351 cities and towns. Over a 10 week period, 323 extracts were returned. Under MA law, all 351 cities and towns were legally required to return the extract within 10 business days.
We examined the returned extracts and identified 5710 individuals who identify themselves as non-citizens on their census forms and are registered to vote. Of these, 3096 cast a vote in the 2024 general election.
