If you told someone when this schedule came out pre Cig that this was the case they would have laughed because Northwestern was fluctuating heavily, Indiana and UCLA were terrible and Penn State was competing for titles.

The Gophers may have the toughest remaining schedule of any team in the NCAA. UCLA and NW were supposed to be the "easy" teams. Turns out they are wagons. Penn St may be the weakest team left on the schedule.

Certainly illegal and not defending it but I’m guessing officials are looking for different things on different types of plays and if you’re going to get away with egregious penalties it’s most likely on a fake punt because they are probably caught off guard a little too.
